• Repairs Included: Vendors must include all work identified in the Statement of Work (SOW) in their quotes. This encompasses annual inspections, minor parts replacement (e.g., tamper seals, pins, O-rings), and extinguisher replacements as needed. The quantities listed in the solicitation are estimates, and actual replacement needs may vary based on field inspections. No repairs beyond the SOW scope are anticipated, and unforeseen conditions will be addressed with the Government.
• Technical Alternatives: The National Park Service (NPS) is not considering alternative equipment or service models, such as NFPA 10-compliant self-service fire extinguishers, for this solicitation. The current procurement is based on the existing inventory and service model for portable fire extinguishers, including annual inspection and replacement per NFPA 10. Vendors must base their quotes on the requirements as written in the SOW. While the Government may consider alternative products for future requirements, they are outside the scope of this procurement.

Vendors should make pen-and-ink changes to the RFQ where differences exist between the original RFQ and this Q&A document. Quotes must be based on the requirements as written in the SOW.

This is a combined synopsis and solicitation (RFQ) for fire extinguisher inspection, service, and replacement services at Olympic National Park. The National Park Service intends to award a firm-fixed-price purchase order to a single vendor.

• Annual inspection, service, and replacement of approximately 400 portable fire extinguishers.

• Services must be compliant with NFPA 10 standards.

• Ability to service remote locations within the park.

Statement of Work (SOW)

To provide annual inspection, service, and replacement of portable fire extinguishers throughout Olympic National Park (OLYM), adhering to NFPA 10, DOI, and NPS requirements.

• Conduct annual inspections of all portable fire extinguishers.
• Replace extinguishers that fail inspection, are discharged, damaged, or reach their 6-year or 12-year NFPA maintenance interval. This is a replacement-based service model, not internal servicing for these cases.
• Perform minor parts replacement (e.g., tamper seals, pull-pins, O-rings).
• Affix updated inspection tags and service labels.
• Provide a condition report for replaced extinguishers.
• Provide a digital inventory list of all serviced extinguishers.
• Service portable fire extinguishers assigned to park-owned vessels.

Extinguishers are located across multiple park districts and administrative areas, including Port Angeles Headquarters, Lake Crescent, Hoh Rain Forest, Quinault, Mora, Ozette, staircases, other field/administrative structures, and park-owned vessels moored at Lake Crescent and Ozette. All locations are accessible by standard road vehicles.

• Technicians must be trained and certified per NFPA 10.

• Use manufacturer-approved procedures for inspections.

• Replace extinguishers with like-kind or higher-rated units.

• Coordinate with Government points of contact.

• Notify the Government of deficiencies before leaving a site.

• Remove failed extinguishers from service.

• Ensure replacement components and extinguishers meet NFPA and manufacturer specifications.
