This document is Amendment 1 to the Combined Synopsis/Solicitation FA813226Q0025 for the OM UV-C Germicidal Air Treatment System. It does not introduce new solicitation documents but serves as the official solicitation itself.

This is a combined synopsis/solicitation for commercial items to procure the OM UV-C Germicidal Air Treatment System, specifically the UV Angel Clean Air Active, for the Air Force Sustainment Center at Tinker AFB, Oklahoma. This announcement serves as the only solicitation; no separate written solicitation will be issued.

Statement of Work (SOW) / Performance Work Statement (PWS)

This Statement of Work (SOW) defines the effort required for the purchase, installation, and training of twenty (20) UV-C Germicidal Air Treatment Systems at Tinker Air Force Base, OK.

• Procurement of twenty (20) self-contained, ceiling-mounted UV-C air treatment and purification systems.

• Systems must continuously disinfect indoor air by drawing ambient air into a sealed chamber, treating it with germicidal UV-C radiation, and recirculating treated air.

• Systems must operate independently of the building's central HVAC system and be safe for use in occupied areas.

• Installation of the systems in Building 3001, Post 2AI69A.

• Training for four (4) personnel on the operation of the systems.

• UV-C Irradiation: Utilize a fully enclosed UV-C chamber with lamps producing a germicidal wavelength of 253.7 nanometers. Must be ozone-free (no 185 nm wavelength).

• Airflow and Coverage: Minimum of 50 cubic feet per minute (CFM) of air processing. Rated for effective use in rooms up to 800 square feet.

• Pathogen Inactivation: Independently tested and proven to inactivate at least 97% of airborne bacteria, viruses, and mold spores in a single pass.

• Filtration: Incorporate a multi-stage filtration process including a replaceable pre-filter and a replaceable HEPA (H13 rating) filter capable of trapping 99.97% of particles down to 0.3 microns.

• Physical and Electrical: Designed for unobtrusive installation into standard 2'x2' or 2'x4' suspended ceiling grids. Housing constructed of durable aluminum or steel. UV chamber must be 100% pressure-sealed. Sound level not to exceed 55 dBA. Operate on standard 120V/60Hz circuit, not exceeding 150 watts. Must be UL Listed. Installation must comply with National Electrical Code (NEC).

• Maintenance: UV-C lamps and filters must be user-replaceable without specialized tools. Manufacturer must provide clear maintenance instructions.

• Lamp Lifespan: Minimum rated service life of 9,000 hours.

• Warranty: Minimum five (5) year warranty on the unit and one (1) year on the UV lamp and ballast. Must be manufactured in an EPA-registered establishment.

• Installation and training to occur at Building 3001, Post 2AI69A, Tinker Air Force Base, OK.

• Work hours: Monday through Friday, 0800 - 1600, excluding Federal Holidays, base closures, and furlough days.

• Contractor Requirements: Delivery, offloading, installation, and training are the contractor's responsibility. Adjustments to ensure full operational status per OEM specifications and SOW are required.

• Installation: Contractor responsible for delivery to Building 3001, including permits and offloading. Government provides power, water, and compressed air within 25 feet. Contractor responsible for final connections.

• Training: Four (4) hours of training for four (4) personnel.

• Safety & Environmental: Contractor must comply with all applicable federal, state, and local laws, regulations, and instructions regarding environmental protection and occupational safety and health. Specific requirements for Hazardous Materials (HAZMAT), Safety Data Sheets (SDS), Hazardous Waste, Discharges, and Spill reporting are detailed.

• Foreign Object Damage (FOD) and Dropped Object Prevention: Personnel must receive FOD/DOP training.

• Visitors Pass: Contractor must arrange for visitors passes seven (7) business days in advance.

• Combating Trafficking in Persons: Contractor must comply with DFARS PGI 222.17 and FAR clause 52.222-50.
