Quick Summary

The Office of Naval Research (ONR) has issued a Request for Information/Sources Sought (RFI/SS) for ONR Code 011 Strategy, Policy, Plans, and Assessment (SPPA) Support Services. This market research aims to identify qualified sources for a potential 5-year contract providing technical, program management, and financial analyst support. Responses are due March 24, 2026.

Purpose

This RFI/SS seeks to determine market capability and gather information for a future requirement supporting ONR Code 011 SPPA and Code 03 Science and Technology (S&T) portfolios. This is not a Request for Proposal (RFP), and responses are not binding.

Scope of Work

The requirement encompasses comprehensive support, primarily at ONR HQ in Arlington, VA, with limited telework. Key areas include:

  • Programmatic & Technical Support: Oversight and coordination for programs like Future Naval Capabilities (FNC), Innovative Naval Prototypes (INP), and ONR Experimentation (OE); drafting planning guidance, technical reviews, and monitoring S&T efforts.
  • Financial Management Support: Preparing financial planning documents, budget inputs, monitoring execution, and identifying funding issues.
  • Analysis & Decision Support: Analyzing S&T project data, supporting portfolio investment analyses, and operational analysis.
  • Information & Communication Support: Serving as a clearinghouse for program information, maintaining electronic records, and preparing briefs.
  • Logistics & Administrative Support: Coordinating meetings, tracking action items, and providing executive support.

Contract Details

  • Type: Anticipated Firm Fixed Price Level of Effort for Labor and Cost Reimbursement (no fee) for Other Direct Costs (ODC).
  • Vehicle: Intends to use Navy Seaport. Firms without Navy Seaport may propose other IDIQs.
  • NAICS: 541330 ($25.5M size standard).
  • PSC: R408 (Program Management/Support Services).
  • Period of Performance: Anticipated 60 months (5 years), starting around December 3, 2026, including a base year and four option years, plus a 6-month option.
  • Staffing: Initial requirement for 8 Full Time Equivalents (FTEs), increasing to 11 FTEs in Option I.
  • Security: Requires a DD 254 at the SECRET level. All personnel must be US Citizens and meet security clearance requirements.
  • Organizational Conflict of Interest (OCI): ONR's OCI policy applies, discouraging contractors from performing both systems engineering/technical assistance (SETA) and Research and Development (R&D) work.

Key Deliverables

Draft Contract Data Requirements Lists (CDRLs) outline 15 deliverables, including Semi-Annual Progress Reports, Monthly Financial Status Reports, Staffing Plans, Travel Reports, Quality Control Plans, and Quarterly Contract Management Review (QCMR) materials.
