Purpose & Scope
This contract aims to provide comprehensive technical, programmatic, and administrative support for the Department of the Navy’s (DoN) Historically Black Colleges and Universities/Minority Institution (HBCU/MI) Program, alongside ONR's broader STEM outreach, internship, and website initiatives. Key services include:
- Program & Financial Management: Full lifecycle management for the HBCU/MI Program, including budgets, grant tracking, and financial reporting across all lab-issued task orders.
- Internship Programs Support: Coordination and stipend distribution for programs like SEAP, NREIP, Naval Horizons, and Short-Term Internships, supporting both virtual and onsite research.
- Naval STEM Website Management: Central consolidation and management of Navy and Marine Corps STEM opportunities. Offerors will propose their own platform.
- Naval STEM Outreach: Participation in conferences, career fairs, and events, including communication of DON STEM opportunities and provision of outreach materials.

Evaluation & Submission

Subcontractor past performance will only be considered if they are performing at least $5M of the total proposed price. Cooperative Agreements are eligible for Past Performance. Offerors must submit a proposal for the First Task Order as part of their IDIQ submission.
