Purpose
This Request for Information (RFI) is for acquisition planning purposes only and is not a solicitation. The government seeks to identify potential qualified industry partners capable of providing services for the Mill Springs Mill, which is listed on the Register of Historic Places. Responses will inform future acquisition decisions, including potential set-aside strategies.
Scope of Work
The contractor will be responsible for providing all necessary transportation, insurance, equipment, management, labor, materials, and supplies (excluding Government Furnished Property) to perform milling and interpretive services. The mill is anticipated to be open and operational from May through September. Key responsibilities include:
- Operating and interpreting the historic mill machinery with utmost care and precision.
- Performing de-winterization and winterization of the mill.
- Conducting milling demonstrations and interpretive tours, explaining the mill's operation, history, and its role in Civil War history.
- Maintaining the mill structure, machinery, and surrounding areas, including daily cleaning and seasonal preservation treatments.
- Adhering to safety orders from the USACE, which reserves the right to order a milling stoppage if operations are deemed unsafe.
Government Furnished Property
The USACE will provide various items, including audio-visual equipment, extension cords, mill and Lake Cumberland brochures, a telephone, historically accurate milling tools, U.S. and USACE flags, belt repair material, corn (provided by Monticello Woman's Club), lubricants, and a portable air conditioner.
Capability Statement Requirements
Interested parties should submit a capability statement that includes:
- Offeror's contact information, UEI, and CAGE Code.
- Small business status and classification (e.g., HUBZone, 8(a), Women Owned).
- A Statement of Capability (SOC) detailing skills, experience, relevant projects (last 5 years), and certifications.
- Indication of whether work will be self-performed or subcontracted.
