Submission Requirements
Offerors must submit electronic quotes to Donovan.Conley@ihs.gov by June 9, 2026, at 4:00 PM MST. Quotes must not exceed 10 pages and address the Technical, Past Performance, and Price factors. Key requirements include:
- Providing unit prices for all Contract Line Items (CLINs) on the Price Schedule (Attachment A).
- Submitting product specification documents if offering a similar item, referencing Attachment E (Salient Characteristics).
- Furnishing one to two recent (within 5 years) government or private contracts for past performance evaluation.
- Including a completed copy of FAR 52.212-3, Offeror Representations and Certifications.
- Being registered in SAM.gov and providing UEI and TAX ID.
Evaluation Criteria
The Government will conduct a comparative evaluation of offers based on Technical, Past Performance, and Price to determine the most advantageous quote. The Government reserves the right to consider and select offers that provide more than the minimum requirements if they offer additional benefits.
