Scope of Work
The contractor will provide comprehensive outpatient treatment services, including:
- Substance Use Disorder: Treatment planning, intake screening/assessment, individual/group counseling, relationship/parenting counseling.
- Mental Health: Treatment planning, intake screening/assessment, psychiatric evaluation, crisis intervention, individual/group counseling, relationship/parenting counseling, medication monitoring.
- Sex Offender Treatment: Intake screening/assessment, treatment planning, individual/group counseling.
Services must be delivered within 8 miles of Philadelphia City Hall, within city limits, and within a half-mile of a Southeastern Pennsylvania Transportation Authority (SEPTA) bus or subway stop. Delivery will be primarily in-person at approved sites and may include telehealth (audio-visual, two-way interactive communication), with limited audio-only services requiring pre-approval. All clinicians must hold independent professional licenses in Pennsylvania.
Contract Details
- Contract Type: IDIQ with Firm-Fixed Unit Prices.
- Period of Performance: A one-year base period, estimated to begin November 1, 2025, followed by four (4) one-year option periods. The total potential duration, if all options are exercised, is through August 31, 2030.
- Set-Aside: Total Small Business Set-Aside.
- Estimated Units: Detailed guaranteed minimum and estimated maximum units are provided for each service type across the base year, four option years, and a potential six-month extension.
