Overhaul and Modification of Starter Generator for U.S. Coast Guard Aircraft HC-144

Statement of Work (SOW)

To partner with qualified FAA Certified repair vendor(s) capable of executing the repair and overhaul requirements for the USCG HC-144 Maritime Patrol Aircraft Starter/Generators, P/N G4085-1000 and P/N 8160-530, for the life of the aircraft.

• Repair, overhaul, inspection, testing, troubleshooting, cleaning, and modification of Starter/Generator P/N G4085-1000 and P/N 8160-530.

• Vendors must be FAA Part 145 authorized repair centers.

• Components must be returned with an FAA airworthiness form 8130-3, EASA Form 1, or OEM Certificate of Conformance.

• Track and document component history for USCG specialized ACMS and Significant Component History Reports (SCHR).

• Maintain current OEM specifications, CMMs, revisions, service bulletins, etc.

• Components are subject to corrosion due to operating environment; vendors must account for and correct corrosion.

• Components must be repaired IAW OEM specifications and listed documents.

• Components must be returned in serviceable condition with FAA airworthiness documentation.

• Turn-Around-Time (TAT) requirements apply.

• Teardown Inspection Reports (TIR) and Component Repair Records (CRR) are required.

Justification for Other Than Full and Open Competition

The United States Coast Guard (USCG) Aviation Logistics Center (ALC) intends to procure services for the overhaul of Starter Generators (NSN: 2595-01-HS3-3357, P/N: G4085-1000, Qty: 4 ea.) and modification to a different NSN (2925-01-HS1-9367, P/N: 8160-530MODH). These parts are essential for the HC-144 aircraft and are replaced during Product Depot Maintenance (PDM) due to corrosion or damage. ALC requires these as Ready For Issue (RFI) assets.

Although Safran Electrical & Power Chatou SAS is the Original Equipment Manufacturer (OEM), MRS Engineering recommends Consolidated Aircraft Supply Company Inc. for the overhaul and modification. This recommendation is based on reliability issues encountered in the field with P/N: 8160-530MOD-H during tests, making Consolidated Aircraft Supply Company Inc. the sole recommended source for these specific services.

The Contracting Officer will determine fair and reasonable pricing using Market Research and Comparison of Proposed Price with Prices Found Reasonable on Previous Purchases.
