Statement of Work (SOW) / Performance Work Statement (PWS)

This document outlines the requirements for maintenance and repair services for the U.S. Coast Guard's 32-foot Transportable Port Security Boats (TPSB) and their trailers.

• Maintenance and Repair: The contractor shall provide comprehensive maintenance and repair services for approximately 8 boats and trailers per period of performance, with an option to increase by 2 units. This includes planned preventive maintenance and repairs.

• Key Tasks (CLINs):

  • CLIN 0001: Pre & Post Operational Test and Inspection.
  • CLIN 0002: Comprehensive Maintenance and Repair Services (including Hull Maintenance, Transom Replacement, Fuel Tank Removal/Inspection, Limber Holes, Hull Sheath Replacement, Bilge Cleaning and Inspection, Trailer Maintenance, Dashboard Refurbishment, and General Welding).
  • CLIN 0003 (Optional): Engine Replacement.

• Government Furnished Equipment (GFE): Includes CG 32-TPSB boats and trailers, Yanmar engines, and sterndrives. The contractor is responsible for maintaining GFE.

• Contractor Furnished Equipment (CFE): Includes all other necessary parts and equipment not provided by the government. A 8% G&A fee is allowed for CFE purchases.

• Maintenance must adhere to OEM specifications and Maintenance Procedure Cards (MPCs).

• Contractor must submit completed MPC cover sheets and Condition Found Reports (CFRs) as required.

• Quality Assurance Plan must be submitted as part of the proposal.

• Maintenance and repairs are to be completed at the contractor's facility.

• The timeline for planned maintenance and repairs is typically ten weeks from the conclusion of initial testing, though CFRs may extend this.

• USCG anticipates sending 2 boats to the vendor every 3 months.

• Qualified personnel are required, including certified Marine Machinery Mechanics and Marine Electricians with at least 3 years of experience.

• Contractor facilities must adhere to OSHA standards.

• Security protocols for information and assets must be followed.

• OEM parts are mandatory for contractor-furnished components; aftermarket parts are not authorized.

• The Coast Guard reserves the right to make changes to MPCs and maintenance requirements.
