Statement of Work (SOW) / Performance Work Statement (PWS)

This Statement of Work (SOW) outlines the requirements for overhaul services for specific aircraft components for the U.S. Coast Guard (USCG) Aviation Logistics Center (ALC). The goal is to maintain an inventory of "Ready for Issue" (RFI) components to support depot-level maintenance and field units, thereby enhancing the USCG's ability to perform its mandated missions.

• The Contractor shall overhaul specified components, listed in the Schedule of Supplies/Services, to an RFI condition.

• Overhaul actions must comply with applicable technical directives or alternate standards approved in writing by the USCG.

• The Contractor shall supply all parts, labor, and materials for overhaul. Incorporation of Service Bulletins (SB) or repairs for Unusual Damage will be priced separately.

• The Contractor must perform a complete overhaul and correct all deficiencies discovered during teardown, including replacement of missing or broken parts and removal of foreign matter or corrosion.

• Components must be returned in an airworthy condition and suitable for installation on the HC-130J aircraft.

• Components must be returned in RFI condition.

• Overhauled components must be certified as airworthy and suitable for installation.

• A Certificate of Conformance (COC) is required for each overhauled component.

• The primary place of performance will be the Contractor's facilities or other USCG-approved locations.

• The required turn-around time for overhaul is 90 days after receipt of material (ARM) at the contractor's facility.

• Contractor Facility Certifications: The Contractor must be an FAA Overhaul Facility, OEM Certified Overhaul Facility, or DoD Certified Overhaul Facility.

• Technical Directives: Work must comply with specific technical directive documents listed in the SOW.

• Parts: Replacement parts must be new and traceable to the OEM, unless otherwise authorized.

• Corrosion: Corrosion is expected and must be addressed according to technical directives and FAA Advisory Circular AC 43-4B.

• Unusual Damage: Components received in a condition outside standard parameters may be considered "Unusually Damaged" and priced separately.

• Warranty: The Contractor's standard commercial warranty applies.

• Environmental Requirements: Parts must be cleaned to be free of hazardous dust, including hexavalent chromium, cadmium, and lead.

• Reporting: Monthly status reports and notification of discrepancies are required.

• Sub-contractors: Sub-contractors must meet the same certification requirements as the prime contractor.

• Contract Type: The Government contemplates award of a Firm-Fixed Price (FFP), Indefinite-Delivery, Requirements Type contract.
• Shipping Instructions: Details the shipping address for USCG Aviation Logistics Center and specifies F.O.B. Destination.
• Quality Assurance: Applicable to all orders for products that will ultimately touch USCG aircraft, requiring immediate notification of any defects or non-airworthy conditions.

• Option Periods 1-4: Mirror the CLIN structure of the Base Period, allowing for potential contract extensions and continued services.
• Estimated Quantities: Provided for each CLIN, but noted as estimates only.
• Instructions: Bidders must fill in Unit Price and Lead Time in the yellow boxes. Additional charges or discounts must be clearly stated.
