Justification for Sole Source

A Sources Sought notice was posted on SAM.gov on September 25, 2025, but no sources replied. Cobham Mission Systems was identified as the only known source capable of providing the required supplies and has previously refused to supply manufacturing data for competitive procurement. The item is AMC coded "D" and is uneconomical to reverse engineer. The 423rd SCMS engineering group will continue to monitor the marketplace for potential source development.
