Quick Summary

The Department of the Navy, NAVFACSYSCOM MID-ATLANTIC, is soliciting proposals for a Design-Bid-Build (DBB) construction project (N4008525R2639 P-222) for MQ-25 Aircraft Laydown Facilities at Naval Station Norfolk, Norfolk, VA. This unrestricted, full and open competition opportunity involves constructing a two-story annex, renovating an existing hangar (LP48), and building a Ground Based Detection and Avoidance (GBDAA) System radar tower. The estimated magnitude of construction is between $100,000,000 and $250,000,000. Proposals are due March 31, 2026, at 2:00 PM ET.

Scope of Work

The project encompasses the construction of a two-story annex to support the existing Hangar LP48, including maintenance shops, secured storage, Unmanned Carrier Aviation Mission Control System (UMCS) spaces, and mission equipment support areas. It also involves the renovation of the existing LP48 hangar with additions, and the construction of a GBDAA System radar tower. Key elements include:

  • RF Shielding: Engineered integral RF shielded systems (ULTRA-RF/A, Xalon RF X25-RF/EMI Panel) from Shielding Resources Group (SRG) are specified as brand-name for secure areas to meet ICD 705 requirements.
  • Vertical Lifting Fabric Door (VLFD): Repair of an existing VLFD requires brand-name ASSA ABLOY components for compatibility.
  • Building Systems: Installation of Portland cement concrete pavement, unit masonry, board and block insulation, flashing and sheet metal, prefabricated steel buildings, and an addressable Interior Fire Alarm and Mass Notification System.
  • Electrical: Includes Adjustable Speed Drives and detailed electrical connection schedules.
  • Environmental: Mitigation of contaminated soil and groundwater, and disposal of AFFF concentrate/solution. Hazardous materials (chromium and cadmium in paint, potential PCBs in fluorescent ballasts) were identified in Hangar LP-48.
  • Commissioning: Total Building Commissioning is required per ASHRAE Standard 90.1.

Contract Details

  • Contract Type: Firm-Fixed-Price (FFP), Design-Bid-Build.
  • Magnitude: $100,000,000 to $250,000,000.
  • Period of Performance: 1017 calendar days after notice to proceed.
