Scope of Work
This Sources Sought seeks information on capabilities related to the AN/UPX-43(V)1 IFFI shipset and IFFI tray. The requirement includes development, manufacturing, and associated engineering support. The Government anticipates awarding a base year for approximately four (4) shipsets to support Foreign Military Sales (FMS) requirements, with two options for emergent FMS and domestic needs. These options could include up to twenty (20) shipsets per year. Manufacturing and delivery are expected between FY27 and FY30.
Current Context
Telephonics Corporation is currently identified as the sole designer, developer, and manufacturer of the AN/UPX-43(V)1 and its associated IFFI tray shipset for the P-8A. This notice is for market research purposes and is not a request for subcontracting inquiries. No set-aside is specified for this Sources Sought.
Submission Requirements
Interested parties must submit a Capability Statement addressing the following:
- Business Status: Company profile, employees, revenue, office locations, DUNS, CAGE, and small/large business status. Small businesses must detail plans to perform at least 50% of the work.
- Execution: Technical approach for meeting schedule and performance.
- Experience: Relevant contracts awarded within the last three years.
- Personnel: Names, qualifications, and experience of key personnel (e.g., program/project managers, technical leads).
- Facilities: Description of available facilities and equipment.
- Security: Facility and personnel security for handling classified information and hardware.
- Other: Any specific and pertinent information enhancing evaluation.

Capability Statements should not exceed 20 pages (8.5 x 11 inch paper, 1-inch margins, 10-point Times New Roman font). Submissions must be electronic via email in Microsoft Word or PDF format. Classified material is strictly prohibited. All submissions must include the Sources Sought Notice Reference Number, company name, address, CAGE code, DUNS number, and a point-of-contact with full details. Responses must be clearly marked as "Controlled Unclassified Information, Releasable to Government Agencies for Evaluation Purposes Only." Adherence to International Traffic and Arms Regulations (ITAR) is required for foreign concerns or partners.
