Quick Summary

The Department of the Navy, NAVFACSYSCOM MID-ATLANTIC, is soliciting proposals for the P993/995 F-35 Aircraft Sustainment Center and Composite Repair Facility at Marine Corps Air Station (MCAS) Cherry Point, NC. This is a Solicitation for Segment II, with ECC Atlantic Construction and Walsh Federal pre-qualified to submit proposals. The project involves significant construction of airfield structures. Proposals are due May 27, 2026, at 2:00 PM EDT.

Project Scope

This opportunity entails the design-build construction of two major facilities:

  • F-35 Sustainment Center (P993): A 255,461 SF depot-level hangar supporting 20 F-35 aircraft, including maintenance bays, 4 paint booths, administrative space, aircraft part modification and tool shops, and a secure area built to ICD705 standards. The main facility features precast structural concrete panels, a pile-supported foundation, slab on grade, and a cross-laminated timber roof deck. Site development includes utility improvements, a taxiway with a bridge, and an aircraft parking apron.
  • Composite Repair Facility (P995): A 105,755 SF consolidated depot-level facility for advanced composites and rotor blade repair. It includes a composite repair and manufacturing shop (disassembly, kitting, production control, clean parts, assembly, dirty room, bonding room, clean room, classrooms, engineering/laboratory space) and an aircraft rotor blade repair shop (disassembly, staging, dirty room, sanding pit, bonding room). Shared spaces are designed for cost efficiency and sustainability.

Contract Details

  • Contract Type: Firm Fixed Price (FFP)
  • Magnitude: Over $500,000,000
  • Period of Performance: 15 calendar days for commencement, 1,461 calendar days for completion.
  • CMMC Requirements: P993 requires CMMC Level 2 certification, while P995 requires CMMC Level 1. Drawings and specifications for P993 have been reissued without CUI designation.
  • Small Business Participation: While not a set-aside, the solicitation includes small business subcontracting targets: SB 40%, SDB 5%, HUBZone SB 3%, WOSB 9%, SDVOSB 5%. There are ongoing discussions and requests to potentially reduce these targets due to the burden of CMMC Level 2 certification on subcontractors.

Key Amendments & Clarifications

Multiple amendments have been issued, primarily extending the proposal due date and providing clarifications:

  • Amendment 0007 (May 14, 2026): Extended the proposal due date to May 27, 2026.
  • Amendment 0008 (May 18, 2026): Confirmed the May 27, 2026 due date and included further revisions to P993 specifications and drawings, along with additional Pre-Proposal Inquiry (PPI) responses.
  • PPI Responses: Clarifications have been provided on CMMC requirements, small business participation targets (with some responses pending), site conditions, technical specifications (e.g., crane types, X-ray equipment, paint booths, materials), delegated design scope, and secure area requirements. Bidders must review all amendments and PPI responses for the latest requirements.

Evaluation Criteria

For Segment II, evaluation will follow a tradeoff process. Technical factors, specifically Management Approach & Schedule and Small Business Utilization, are of equal importance to each other and, when considered together, are approximately equal in importance to the price for construction services.

Submission Requirements

Proposals must be submitted electronically via PIEE in PDF format, with price and non-price proposals in separate files. Required documents include executed SF1442, a completed Price Proposal Form (revised multiple times), Bid Bond (SF-24), SAM registration, FAPIIS information, and VETS-4212 registration.
