Statement of Work (SOW)

To obtain quotes for a Biological Assessment (BA) to provide recommendations for breeding habitat mitigation and restoration for the Atlantic Coast Leopard Frog (ACLF) at the John Heinz National Wildlife Refuge at Tinicum, Philadelphia, PA. This BA will support an upcoming impoundment restoration project and assist the Pennsylvania Fish and Boat Commission (PFBC) with permitting.

• Conduct a desktop review of existing data, literature, land use, and species observation data. The refuge will provide survey data from 2004 onwards and auditory recording unit data from 2024.

• Perform field surveys to identify ACLF breeding mitigation sites and determine ACLF distribution.

• Author a Biological Assessment including:

  • Introduction/Project Background
  • Description of the Proposed Action
  • Species of Concern (status and history)
  • Effects of the Action (direct and indirect)
  • Project Alternatives
  • Take Estimate
  • Avoidance and Minimization Measures
  • Mitigation of Take

• Summarize ACLF habitat use, recommend new breeding habitat (upland and impoundment edges), and provide habitat design details (water depth, native vegetation, surface area, substrate) for new breeding areas.

• Consult with the Impoundment Restoration Project engineers and PFBC to discuss recommendations.

• Draft and final Biological Assessment report.

• Work area: John Heinz National Wildlife Refuge, 8601 Lindbergh Blvd, Philadelphia, PA 19153.

• Prework meeting within 10 business days of contract award.

• Contractor or lead team member must be a Qualified Surveyor for Coastal Plains Leopard Frog Complex under PFBC.

• Must possess necessary Scientific Collecting Permits and Threatened and Endangered Species Permits for ACLF work.

• Demonstrated knowledge and experience of ACLF habitat requirements and restoration.

• Experience consulting for avoidance and mitigation measures for habitat-altering projects is desired.
