Statement of Work (SOW) / Performance Work Statement (PWS)

This Performance Work Statement (PWS) outlines the requirements for packing, containerization, and local drayage of Direct Procurement Method (DPM) personal property shipments for the Department of Defense (DoD).

• The contractor will provide all personnel, equipment, facilities, supplies, and materials necessary for preparing personal property for shipment, drayage, and/or storage.

• Services include packing, containerization, stenciling, weighing, and drayage of personal property.

• The scope covers services for Household Goods (HHG) and Unaccompanied Baggage (UB) shipments.

• Specific tasks include Premove Surveys, Weighing (using certified scales and adhering to specific weight ticket requirements), Preparation, Packing, Loading, and Containerization, Tagging, Inventorying, Packing Lists, Appliance Servicing/Unservicing, Container and Vehicle requirements, Marking Exterior Shipping Containers, Storage, Facilities, Cargo Insurance, DPM Delivery/Unloading/Unpacking, Claims, Subcontracting, and Drayage.

• Packing/Loading/Containerization: No more than 3% of total shipments incorrectly packed/loaded/containerized per month.

• Pickup/Delivery: No more than 5% of shipments result in validated customer complaints for untimely pickup/delivery per month.

• Documentation: 98% on-time return of completed, accurate, legible documentation to PPSO per month; 96% on-time pickup of documentation from PPSO per month.

• Invoicing: 98% error-free invoice submission rate per month.

• Facilities/Equipment: Less than 3 violations per quarter for inadequate facilities or unserviceable equipment.

• Government-Owned Containers (GOCs): No more than 2% of GOCs improperly protected per quarter; less than 2 failures per month to recoup GOCs within the specified timeframe.

• The contract period begins January 1 and ends December 31, inclusive.

• Services are performed within the contractor's facility and at customer residences, as well as potentially at various terminals.

• Adherence to specific standards for containers (e.g., ASTM, SDDC), packing materials, and marking.

• Compliance with Federal Acquisition Regulation (FAR) clauses.

• Maintenance of specific insurance coverages (Workmen's Compensation, Comprehensive General Liability, Automobile Liability, Cargo Insurance).

• Accurate and timely submission of various reports and documentation (e.g., weight tickets, inventories, packing lists, GOC reports, on-hand reports).

• Specific procedures for handling firearms, boats, and other unique items.

• Requirements for security seals and inventory identification.

• Procedures for removal from Non-Temporary Storage (NTS) and handling of claims.

Sources Sought

This is a Sources Sought notice to gauge market interest and for government planning purposes regarding Packing and Crating Services at Shaw Air Force Base (AFB). The 20th Contracting Squadron intends to procure these services, which have historically been awarded as a small business set-aside. All small businesses, including Veteran Owned Service Disabled, women-owned, 8(a), and HUBZone businesses, are encouraged to respond.

The contractor will be responsible for furnishing all personnel, equipment, facilities, supplies, services, and materials (except for government-furnished property) to support Packing, Crating, and Transporting of personal property for Department of Defense (DOD) personnel. This work is to support the mission of the 20th Logistics Readiness Squadron at Shaw AFB, SC, specifically for Zone 38 (South Carolina counties: Chesterfield, Clarendon, Darlington, Kershaw, Lancaster, Lee, Marlboro, and Sumter) and Zone 39 (South Carolina counties: Dillon, Florence, Georgetown, Horry, Marion, and Williamsburg).

Interested businesses should provide the following information:

• Company size (e.g., 8(a), HUBZONE, WOSB, Veteran Owned, Small Disadvantaged Business, Service-Disabled Veteran Owned).
• Relevant past performance on similar work within the last five years.
• Documentation of technical expertise and capability to perform this type of work.
