Submission & Evaluation
Proposals must be submitted electronically via email to valerie.a.peek.civ@army.mil by the deadline. Offers must include the solicitation number, offeror information, "Remit to" address, completed representations and certifications, and acknowledgment of amendments. Proposals require three volumes:
- Volume I: Technical (Statement of Understanding, Plan of Action, Management Capability, Quality Control Plan)
- Volume II: Past Performance (recent and relevant contracts, references)
- Volume III: Price (CLIN structure, labor rate breakdown, evaluated for completeness, realism, and reasonableness) The contract will be awarded using a Best Value Tradeoff approach under FAR Part 13 (Simplified Acquisition Procedures), where Technical and Past Performance combined are approximately equal to Price. Technical and Past Performance must receive an "Acceptable" rating. Pricing will be evaluated based on government-provided estimated quantities. Offerors must provide proof of capability for each CLIN.
