Statement of Work (SOW) / Performance Work Statement (PWS)

This Performance Work Statement (PWS) outlines the requirements for packing, containerization, and local drayage of Direct Procurement Method (DPM) personal property shipments for the Department of Defense (DoD) at MINOT AFB.

• The contractor will provide all personnel, equipment, facilities, supplies, and materials (except government-furnished items) for preparing DoD personnel's personal property for shipment, drayage, and/or storage via the DPM.

• Services include packing, containerization (excluding Government-Owned Containers), stenciling, cooperage, drayage, and decontainerization of inbound shipments.

• Work will be performed within specified geographical areas (Zones 35-40) and may include the contractor's facility.

• Quantities are government estimates and may vary.

• Premove Survey: Determine property nature via inspection or phone.

• Weighing: Accurately weigh shipments using certified scales, providing weight tickets. Constructive weight may be used if scales are impractical.

• Time Requirements: Contract period is July 1, 2026, to June 30, 2031. Specific pickup and delivery windows are defined (e.g., 0800-1700 hours).

• Preparation, Packing, Loading, Containerization: Services must ensure property withstands normal movement without damage, protected from elements and theft. Specific instructions for unusual items, customer-packed items, trunks, footlockers, and firearms are provided.

• Tagging, Inventorying, and Packing List: Accurate and legible inventories and packing lists are required, including item descriptions, exceptions, and markings.

• Containers and Vehicles: Use of Government-Owned Containers (GOCs) is prioritized. All containers must meet specific standards (e.g., ASTM, WPM). Vehicles must be safe and sound.

• Marking Exterior Shipping Containers: Containers must be marked according to specified standards, including "USE NO HOOKS," "STORE UNDER COVER," "US PROPERTY," "SDDC APPROVED," "CENTER OF BALANCE," "LIFT HERE," "FORKLIFT HERE," and "DPM."

• Documentation and Reports: Various reports and documentation are required, including weekly on-hand reports, GOC reports, and receiving notices.

• Storage: Requirements for storing personal property, including clearance, protection, and container integrity, are detailed. Storage charges apply under specific conditions.

• Facilities: Contractor facilities must meet outlined guidelines and are subject to inspection.

• Insurance: Contractor must provide evidence of Workmen's Compensation, Comprehensive General Liability, and Automobile Liability insurance, as well as cargo insurance.

• DPM Delivery, Unloading, and Unpacking: Includes providing receiving notices, unloading, unpacking (unless waived), and placing items as designated by the customer.

• Claims: Provision for full replacement value (FRV) for lost or damaged items.

• Subcontracting: Requires prior written approval from the contracting officer.

• Drayage: Specifics for inbound and outbound drayage services are outlined.

• PWS applies to domestic and international DPM shipments.

• Contractor must provide adequate personnel, supervision, and materials.

• All materials must be new or in sound condition.

• Accurate and legible documentation and reports are required.

• A quality control program must be established.

• Specific metrics for Service Delivery Summary Performance Threshold will be measured monthly.
