• This is a Total Small Business Set-Aside.

• Offerors must have a valid Unique Entity ID (UEI) and active SAM.gov registration.

• Offerors must self-certify under NAICS 238320 in SAM.gov.

• Attendance at the site visit is not mandatory but highly recommended.

• Questions must be submitted via email by the deadline; answers will be posted on SAM.gov.

• Offerors must complete SF-18, provide a formal quote on company letterhead, and include their SAM UEI.

• The contract will incorporate terms and conditions from the solicitation, including various FAR clauses.

Statement of Work (SOW)

The National Park Service requires painting services for the exterior of the maintenance and Bally (Natural Resource Office) buildings at the Fort Matanzas National Monument Visitor's Center.

• Clean, prep, seal all joints, and paint all exterior features of the specified buildings.

• Specific paint colors are provided: Bally Building (Navajo White), Maintenance Buildings (Platinum Gray siding, White facia/soffit/trim, Oxford Blue overhead doors).

• Prep work includes pressure washing, sealing joints with polyurethane sealant, and priming surfaces.

• A minimum of two coats of finish paint (Benjamin Moore Regal Select Exterior Paint (Soft Gloss) or approved equivalent) must be applied.

• Tasks include removing loose paint, applying sealant to joints/gaps/doors/windows/entry points, painting, removing debris, and returning construction areas to original condition.

• Masking of non-movable items and temporary removal/reinstallation of signage are required.

• Workmanship must achieve an acceptable level.

• Paint splatter or overpainting is prohibited.

• Compliance with OSHA, NPS Management Policies, and Florida Building Code is required.

• Traffic control must meet or exceed specified standards if necessary.

• All products must have Florida Building Code Product Approvals.

• Work to be completed within 60 days after contract execution.

• Work hours are Monday-Friday, 7:00 a.m. to 4:30 p.m.

• No work on Saturdays, Sundays, or federal holidays without COR approval.

• Contractors must visit the site before submitting a proposal to examine conditions.

• Contractor is responsible for safety, security of the job site, and protection of existing improvements and utilities.

• Submittals required for approval before purchasing: cleaning products, polyurethane sealant, and paint type/color.

• Work areas must be roped or barricaded to prevent public access.

• Contractor equipment must be removed from the site daily.

• Any damage to site features must be repaired or replaced at no additional cost to the Government.
