Purpose & Scope of Work
This opportunity is for a Firm-Fixed Price Service Contract to clean, prep, seal joints, and paint all exterior features of the maintenance and Bally (Natural Resource Office) buildings at the Fort Matanzas National Monument Visitor's Center.
- Buildings: Three buildings, located within 50ft of each other, accessible by truck off Florida State Road A1A.
- Materials: Siding includes Metal, Aluminum, Wood, Hardie Board, and Block.
- Paint Specifications: Bally Building (Navajo White), Maintenance Buildings (Platinum Gray siding, White facia/soffit/trim, Oxford Blue overhead doors). A minimum of two coats of Benjamin Moore Regal Select Exterior Paint (Soft Gloss) or approved equivalent is required.
- Prep Work: Includes pressure washing, sealing joints with polyurethane sealant, and priming surfaces.
- Exclusions: Unpainted block foundations, gutters, downspouts, wooden railings, and cement walkways/porches are not included in the scope. Paint splatter and overspray are prohibited.
- Repairs: Potential minor repairs may involve 1x4 sections around windows or window A/C units on the Bally Building.
- Site Conditions: Overall paint condition is fair with potential chalking; no peeling or adhesion issues observed. Water and standard 110V electrical access are available.
Contract Details
- Contract Type: Firm-Fixed Price Service Contract.
- Period of Performance: Approximately May 25, 2026, to July 24, 2026 (within 60 days after contract execution). Work hours are Monday-Friday, 7:00 a.m. to 4:30 p.m.
- Set-Aside: Total Small Business Set-Aside (FAR 19.5).
- NAICS: 238320 (Painting and Wall Covering Contractors) with a $19.0 Million size standard.
- Wage Rates: U.S. Department of Labor Wage Determination (No. 2015-4539, Revision No. 30) for the Service Contract Act applies to Florida counties, including St. Johns. Bidders must review to accurately calculate labor costs.
- Bonding: Not required for this project.
