This opportunity, issued under Emergency Acquisition Flexibilities (EAF), is for crucial shipboard systems, requiring stringent quality and traceability. Proposals are due April 28, 2026.
Scope of Work
This solicitation is for a Ball and Seat Parts Kit for a 5-inch ball valve, consisting of one ball (piece 3) and two matching seats (piece 4), in accordance with Newport News Drawing 2285-306. The material is designated as SPECIAL EMPHASIS material (Level I, Scope of Certification, or Quality Assured) due to its critical application. Key requirements include:
- Material Specifications: Balls must be SAE-AMS-6931 or centrifugally cast 6AL-4V, ASTM-B367, Grade C-5. Seats must be MD71-GG Mearthane (Graphite Filled Urethane) from Mearthane Products Inc., Cranston, RI, with specific hardness, specific gravity, tensile strength, compression-deflection, tensile impact, and water absorption properties.
- Testing & Certification: Required tests include hydrostatic testing (or dye penetrant inspection as an alternative) for each ball, and non-destructive tests for weld repairs. Certifications are required for all tests and materials.
- Quality Assurance: Contractors must maintain a quality system in accordance with ISO-9001 (or MIL-I-45208) and calibration system requirements of ISO-10012 or ANSI-Z540.3 (or MIL-STD-45662). Government Quality Assurance at source is required, and changes to the quality system need PCO concurrence.
- Traceability: Strict material traceability is required for all components, with unique markings on the material (e.g., balls in the waterway, seats on the outer cylindrical surface) and comprehensive certification data. Mercury-free materials are mandatory.
- Welding/Brazing: Procedures and personnel must be qualified under S9074-AQ-GIB-010/248 or 0900-LP-001-7000, with prior approval required for all welding/brazing activities.
