This Request for Quotation (RFQ) seeks the purchase and delivery of materials for approximately 1.33 miles of all-metal horse pasture fence at the Burgess Ranger Station, Tongue Ranger District, on the Bighorn National Forest. The fence will reconfigure the pasture to safely confine government-owned horses, preventing public vehicle traffic and reducing collision risks. This requirement is for materials supply and delivery only; installation will be performed by Forest Service personnel.
Key Requirements & Deliverables
All materials must be new, unless otherwise specified. The fence construction will be all-metal, 40 inches tall, designed to withstand winter snowpack. Key materials include:
- Posts & Rails: Tubular steel posts (2 3/8" outside diameter, 0.19-0.25" wall thickness, 5.5 feet long) and a top rail of the same material. High-quality, #1 used drill stem pipe is acceptable for posts, rails, and H-braces; new, prime steel pipe is not strictly required. Posts, braces, and rails should not be galvanized.
- Cable: Two runs of 3/8" diameter steel cable (7x19 lay or 6x25 lay), which can be galvanized or stainless steel.
- Components: Cable tensioners (sufficient to hold cable taut, e.g., 3/8" steel turnbuckle), standard galvanized 3/8" cable clamps, and 12-foot commercially manufactured metal gates (e.g., Tarter or Powder River brand).
- H-Braces: H-brace rails, 4 feet in length, fabricated from 2 3/8" diameter steel drill stem pipe (or similar).
- Fabrication: Plasma cut copes and holes are acceptable, provided they leave clean/smooth edges; oxy/acetylene torch cutting and hand-cut methods are not permitted. Flame-drilling is acceptable.
Contract Details
This is a combined synopsis/solicitation for commercial items, issued as an RFQ. The award will be a Firm-Fixed Price contract. The applicable North American Industry Classification Standard (NAICS) code is 331210 (Iron and Steel Forging), with a small business size standard of 1,000 employees. This acquisition is a Total Small Business Set-Aside.
Submission & Evaluation
Offers must be delivered by 3:00 PM Mountain Time on Monday, May 11, 2026. Submissions should be emailed to Tina.Frankenbery@usda.gov and include three separate attachments:
- A signed SF1449 (with blocks 17 and 30a-c completed).
- A completed Schedule of Items from Attachment 2.
- A Technical Capability statement in your technical proposal. The evaluation will be based on Lowest Price Technically Acceptable (LPTA). Technical proposals will be rated as "acceptable" or "unacceptable" based on a sound and compliant approach, and the award will go to the lowest-priced technically acceptable offeror. Price will be evaluated for fairness and reasonableness. The offer acceptance period is 90 calendar days.
