Statement of Work (SOW) / Performance Work Statement (PWS)

To provide safe, timely, reliable, and cost-effective patient taxi and rideshare transportation services for the NIH Clinical Center (CC) and the National Cancer Institute (NCI) Medicine Branch program at Walter Reed National Military Medical Center.

• Furnish passenger transportation services on a 24/7/365 basis.

• Services to be provided within the Washington, D.C. Metropolitan area, including local airports and other Government-approved destinations.

• Support scheduled and same-day transportation requests for ambulatory inpatients, outpatients, and authorized guardians.

• Services may utilize taxi or rideshare vehicles, meeting all contract requirements for safety, privacy, documentation, and timeliness.

• Transport of small apparatus equipment (e.g., oxygen cylinders), specimens, and medications may also be required.

• 12-month base period with four (4) one-year option periods.

• Services primarily for NIH Clinical Center in Bethesda, Maryland, and NCI program at Walter Reed National Military Medical Center.

• Contractor must maintain sufficient staffing, dispatch capability, and vehicle availability.

• Vehicles must meet inspection certification requirements and ADA compliance.

• Drivers must undergo annual drug testing.

• Direct route of travel must be the most economical and direct.

• On-time performance is critical; delays must be immediately communicated.

• Performance-Based Service contract with potential deductions for late pickups.

• Strict adherence to Privacy Act and confidentiality requirements.

• Weekly invoicing with detailed trip information required.

• Invoice Requirements: Specifies that an invoice must be an "Original" and include 12 detailed items, such as vendor name and address, remit-to address, invoice date, unique invoice number, NBS document number formats, Unique Entity Identifier (UEI), Federal Taxpayer Identification Number (TIN) or Vendor Identification Number (VIN), a three-way match indicator, description of supplies/services matching the award, and details on freight/delivery charges and line item pricing.
• Invoice Submission: Invoices must be submitted electronically to the Department of Treasury's Invoice Processing Platform (IPP) at https://www.ipp.gov, with a copy to the approving official (Contracting Officer) and Technical Point of Contact or Contracting Officer's Representative.
• Payment Due Dates: Payments are generally due 30 days after receipt of a proper invoice or 30 days after Government acceptance of supplies/services, whichever is later. Specific due dates apply for certain perishable goods.
• Interest Penalties: Interest penalties may be paid automatically if payment is not made by the due date, provided a proper invoice was received and processed without disagreement.
• Accelerated Payments to Small Business Subcontractors: Contractors must make accelerated payments to small business subcontractors upon receipt of accelerated payments from the Government.
