Quick Summary

The General Services Administration (GSA), Office of Business Applications IT Services, Payroll and Human Resources Information Technology (HR IT) Services Division, has issued a Sources Sought / Request for Information (RFI) for Payroll and HR IT Technical Support. This RFI seeks to identify qualified HUBZone firms capable of providing development and technical support services for GSA's ePayroll and HR IT applications. Responses are due by June 5, 2026, at 9:00 AM ET.

Scope of Work

The opportunity involves providing Development, Modernization, and Enhancement (DM&E) and Operations and Maintenance (O&M) support for a suite of GSA's ePayroll and HR IT applications. This includes systems such as the Labor Distribution System (LDS), PAR, VLTP, HR Links, GSA Jobs, GSA OLU, Corporate Application Data Warehouse (CADW), Enterprise Data Warehouse (EDS), HR Quality Management System (QMS), and GRB Assist. Key tasks encompass project management, system analysis, development, implementation, operational support, and comprehensive testing.

Key Requirements & Standards

Bidders must demonstrate adherence to GSA IT security policies, federal regulations, and NIST standards. Compliance with HSPD-12 and GSA's IT Security Procedural Guide is mandatory, particularly for personnel requiring access to GSA IT systems. This includes contractor-funded security clearances (HSPD-12 Tier 2 for Key Personnel). Performance will be measured against Key Performance Indicators (KPIs), including application availability (98% or greater) and adherence to schedule and cost variances (within ±10% for DM&E projects).
