Statement of Work (SOW) / Performance Work Statement (PWS)

This Performance Work Statement (PWS) outlines the requirements for Development, Modernization, and Enhancement (DM&E) and Operations and Maintenance (O&M) support services for the Payroll and Human Resources Information Technology (HR IT) Services Division's ePayroll and HR IT applications. The overarching goal is to ensure continuous customer support, maintain and enhance existing applications, and provide new solutions while adhering to GSA IT security policies and federal regulations.

• Operations and Maintenance (O&M) Support: Covers all applications maintained by HRIT, excluding projects that expand an asset's capacity or exceed original intent.

• Development, Modernization, and Enhancement (DM&E) Support: Supports all HRIT applications, including projects that create new information technology assets or modify existing ones to improve capability, performance, or meet regulatory requirements.

• Specific Applications Supported: Includes Labor Distribution System (LDS), PAR (Payroll Accounting and Reporting), Voluntary Leave Transfer Program (VLTP), HR Links, GSA Jobs, GSA OLU, Corporate Application Data Warehouse (CADW), Enterprise Data Warehouse (EDS), and Quality Management System (QMS).

• Project Management Support: Oversight, planning, coordination, reporting on burn rate, contract performance, and resource issues.

• Analysis, Development, and Implementation Support: System change analysis, impact analysis, requirements analysis, system change development, documentation, and user support.

• Operational Support: Contractor Access Control Management (ACM), systems operations and monitoring, and audit support.

• Testing: Unit/module testing, system testing, user acceptance testing, integration testing, and regression testing.

• Support for Specific Systems: O&M and DM&E support for Payroll, CADW, EDS, and QMS.

• Performance will be measured based on Key Performance Indicators (KPIs) including delivery on project dates, earned value analysis, major functions, appearance, 508 compliance, customer satisfaction, performance levels, reliability, repair times, development costs, operational costs, security, ease of use, response time to service requests, and downtime.

• Specific metrics include application availability (98% or greater), accuracy in capturing impact of change, and adherence to schedule and cost variances (within ±10% for DM&E projects).

• Period of Performance: Base period (September 30, 2026 – September 29, 2027) plus four 12-month option periods and an optional 6-month extension, concluding March 29, 2032.

• Place of Performance: Primarily virtual, with potential on-site work at GSA locations in Kansas City, MO; Fort Worth, TX; and Washington D.C.

• Personnel Requirements: Includes designation of Key Personnel (three Federal Payroll/HR IT SMEs) with specific experience and clearance requirements (HSPD-12 Tier 2 clearance).

• Security: Compliance with IT security procedural guides, HSPD-12, and background investigation requirements (NACI) for all personnel requiring access to GSA IT systems. Contractors must fund their employees' security clearance and background investigation processes.

• Deliverables: Includes various reports (weekly/monthly status, burn rate, risk management), plans (project management, phase-in/out, QASP), test documentation (strategy, plans, scripts), and system design documents.

• Government Furnished Equipment/Information (GFE/GFI): Anticipated to include one GFE laptop and virtual desktop access/VPN. Access is contingent on favorable background investigations.

• Transition: Smooth phase-in and phase-out processes are required, including detailed transition plans and knowledge transfer.

This RFI is for planning purposes only and is not a formal solicitation (RFP, RFQ, IFB). The General Services Administration (GSA) is seeking information regarding capabilities for development and technical support services for ePayroll and HR IT applications. The objective is to obtain insights into how vendors can provide Operations and Maintenance (O&M) and Development, Modernization, and Enhancements (DM&E) support for these systems.

• Continuous customer support for internal and external users.
• O&M technical support for various software applications, including Commercial-Off-The-Shelf (COTS) and Government-Off-The-Shelf (GOTS) software.
