Statement of Work (SOW)

This Statement of Work (SOW) outlines the requirements for the repair of M250-KS4 Marine Gas Turbine (MGT) Engines for the Naval Surface Warfare Center Philadelphia Division (NSWCPD). The goal is to return these engines to a Ready for Issue (RFI) condition.

• Engine Support: Focuses on the repair of M250-KS4 marine gas turbine engines used as a Redundant Independent Mechanical Start System (RIMSS) on DDG-51 Class ships and for the M250 Starting System on the LCS Freedom Variant.

Request for Information (RFI)

This RFI is issued by the Naval Surface Warfare Center, Philadelphia Division (NSWCPD) to gather information from potential sources regarding depot-level repair services for the U.S. Navy M250-KS4 Marine Gas Turbine Engines (MGT). These engines are used on DDG-51 Class ships as a Redundant Independent Mechanical Start System (RIMSS) and on the LCS Freedom Variant as the M250 Starting System. The goal is to return these engines to a Ready for Issue condition.

• Authorization: Must possess a valid Authorized Maintenance Repair and Overhaul Centers (AMROC) agreement for the M250 family of engines from Rolls-Royce Corporation (RRC).

• Facilities: Must have an operational test cell and repair facility.

• Testing Capabilities: Must be fully capable of performing functional testing of the gas turbine engine, including vibration, starting, restarting, acceleration, and testing throughout the entire operational range.

• Specialized Tools & Equipment: Must own or have access to all OEM-produced special tools, engine stands, and fixtures required for complete disassembly, repair, and reassembly. Substitution of non-OEM tooling is not accepted. A list of specific OEM tools and fixtures is provided.

• Repair Turn-Around-Time (RTAT): Ability to meet a total engine RTAT of 180 days.
