PD-42-0283; CVN-78 Propulsion Shaft Procurement

Request for Information (RFI)

This RFI is issued by the Naval Surface Warfare Center, Philadelphia Division (NSWCPD) on behalf of PMS 312 to gather information on potential sources for the manufacture of CVN-78 Class waterborne propulsion shafts. The Navy requires a rotatable pool of these shafts to maintain readiness.

The scope includes the manufacture of the following U.S. Navy CVN-78 Class Waterborne Propulsion Shafting:

• CVN-78 CL Inboard Intermediate Shaft (NSN: 2010-00-470-4769)
• CVN-78 CL Outboard Intermediate Shaft (NSN: 2010-00-470-4768)
• CVN-78 CL Propeller Shaft (NSN: 2010-00-554-0422)

Vendors must also be capable of performing associated manufacturing requirements, including:

• First Article Testing (FAT)
• Pre-manufacture visual inspection of Ring Gage
• Documentation of applicable RFVs
• Dimensional, Magnetic Particle, Liquid Dye Penetrant, Ultrasonic Testing, and Radiography, with submission of Inspection Report results
• Visual Preservation Inspection of manufactured shaft and Ring Gage
• Radiographic Shooting Sketches and Radiographic Testing of Sleeves

Vendors are requested to provide:

• Brochures, literature, and/or information on supply/service capabilities.
• Company details: name, address, phone, contact(s), email, ALL applicable NAICS codes, business size, socioeconomics (woman-owned, SDVOSB, HUBZone, 8(a), etc.), and DUNS Number.
• Information on current products capable of meeting or being modified to meet requirements.
• Typical delivery/installation timeframes.
• Typical capabilities.
• Equipment origin or place of manufacture.
• User location and contact for product discussion.
• Warranty information.
• Any other necessary information.

Responses should not exceed ten pages.

Statement of Work (SOW)

This Statement of Work (SOW) details the requirements for the manufacture of U.S. Navy CVN-78 Class Waterborne Propulsion Shafting for the Naval Surface Warfare Center Philadelphia Division (NSWCPD), Code 42.

The contractor shall manufacture the following propulsion shafts:

• CVN-78 CL Inboard Intermediate Shaft

• CVN-78 CL Outboard Intermediate Shaft

• CVN-78 CL Propeller Shaft

• Manufacturing of specified propulsion shafts in accordance with detailed Technical Data Packages and Data Sheets.

• Performance of First Article Testing (FAT) as required.

• Documentation and submission of inspection reports (Dimensional, Magnetic Particle, Liquid Dye Penetrant, Ultrasonic Testing, Radiography).

• Completion of Visual Preservation Inspections.

• Documentation and submission of Requests for Variance (RFVs).

• Performance of Radiographic Shooting Sketches and Radiographic Testing of Sleeves, if necessary.

• Submission of monthly status reports for the duration of any order.

• For the Propeller Shaft, submission of monthly and final Government Furnished Property (GFP) inventory reports.

• Submission of weld procedures for review and approval if changes or new procedures are planned.

• Submission of a Procurement Lead Time Report at award of the base contract.

• Immediate notification to the Contracting Officer upon determining the unavailability of obsolete materials or components.

The contractor must reference and utilize the latest versions of specified Technical Data Packages, Data Sheets, and NAVSEA forms. The text of this SOW takes precedence over referenced documents in case of conflict.

GFP will be required for task completion and will be provided no later than 6 weeks after contract award. The contractor must adhere to strict reporting, storage, and disposition requirements for GFP, including using the PIEE GFP Module for shipment and inventory reporting. Lost, damaged, or stolen GFP must be reported immediately. All GFP must be dispositioned by the end of the contract period of performance.

Contractors must protect critical information and adhere to Operations Security (OPSEC) requirements. Controlled Unclassified Information (CUI) must be safeguarded per NIST SP-800-171 and DoDI 5200.48. Public disclosure of NSWCPD's Critical Information (CI) is prohibited. Unauthorized disclosure or compromise of information must be reported immediately.
