Key Requirements
- First Article Test (FAT): Government testing and approval are required. However, a waiver for DDS S-5343934-1 penetrators FAT is approved for vendor use only for this solicitation. One penetrator assembly unit must be delivered to Portsmouth Naval Shipyard for destructive FAT.
- Material Certification: Quantitative chemical and mechanical analysis is required for specific parts (Penetrator Body, Nut, Washer) made from QQ-N-286. Certifications are also required for Quality Conformance/Compliance, Dye Penetrant Inspection, Non-Destructive Tests, Annealing and Age Hardening, and Ultrasonic Inspection.
- Traceability: Strict traceability is required from material to certification test reports, with unique traceability numbers marked on the material. MIL-STD-792 applies for marking.
- Quality System: Contractors must maintain a quality system in accordance with ISO-9001 (or MIL-I-45208) and calibration system requirements of ISO-10012/ANSI-Z540.3/ISO-17025 (or MIL-STD-45662). Government Quality Assurance (DCMA QAR) at source is required.
- WAWF Submission: Certification data must be submitted via Wide Area Work Flow (WAWF) to "Ship to" N50286, "Inspect by" N39040, "Accept by" N39040, with email notification to PORT_PTNH_WAWF_NOTIFICATION@NAVY.MIL and CHRISTIAN.M.VALDEZ4.CIV@US.NAVY.MIL. No material is to be shipped prior to acceptance.
- Welding: Welding and brazing must adhere to specific Navy standards. Repair welding is not permitted on QQ-N-286 material.
- Thread Inspection: All threads must be inspected per FED-STD-H28 series, with System 21 as a minimum.
- Slow Strain Rate Tensile Test: Must be performed by one of the specified approved laboratories.
