Qualification Details

Fit reasons
  • NAICS alignment with historical contract wins in similar service areas.
  • Scope strongly matches core technical capabilities and delivery model.
Risks
  • Past performance thresholds may require one additional teaming partner.
  • Potential clarification needed on staffing minimums before bid/no-bid.
Next steps

Validate eligibility requirements, assign capture owner, and schedule partner outreach to confirm teaming strategy before submission planning.

Quick Summary

SOFWERX, in collaboration with USSOCOM Program Executive Office Tactical Information Systems (PEO-TIS), is conducting market research and seeking capabilities for Unmanned eXperimental Vehicle (UxV) Payloads against Modern Signals. This initiative aims to identify Electronic Intelligence (ELINT) sensors and related equipment for Unmanned Aircraft Systems (UAS), Unmanned Surface Vehicles (USV), and Unmanned Underwater Vehicles (UUV). The focus is on single, mountable payloads that can process and geolocate ELINT in complex maritime environments. Submissions are due July 1, 2026.

Scope of Work

USSOCOM seeks innovative solutions for low Size, Weight, and Power (SWaP) ELINT payloads optimized for small unmanned vessels. Key interest areas include:

  • Operation in GPS-denied, low-bandwidth communication environments with counter-detection/signature management capabilities.
  • Maritime environment compatibility across various emitter types and polarization.
  • Ability to process information and/or be reprogrammable with target emitters at the tactical edge.
  • USSOCOM modular payload standard compliance is desirable but not required.

Contract & Timeline

  • Type: Special Notice (Market Research / Capability Demonstration)
  • Potential Follow-on: Non-FAR or FAR-based agreements, including Other Transaction Authority (OTA) for research or prototype projects (10 U.S. Code, Section 4022), which may lead to follow-on production without additional competition. Other options include procurement for experimental purposes, CRADAs, prizes, and FAR-based contracts.
  • Set-Aside: None specified. Submissions are restricted to U.S. Citizens Only.
  • Submission Due: July 1, 2026, 11:59 PM ET.
  • Q&A Telecon: June 17, 2026, 1:00–2:00 PM ET (RSVP NLT June 16, 11:59 PM ET).
  • Assessment Event (AE): August 3-7, 2026, at Naval Underwater Warfare Center, RI, for selected participants.
  • Published: June 9, 2026.

Evaluation Criteria

Capabilities will be evaluated based on:

  • Detection, classification, and localization of target emitters in dense maritime environments at extended ranges.
  • Localization and classification accuracy.
  • Minimal human intervention.
  • Sensor and antenna SWaP, ruggedization for maritime use.
  • Data bandwidth requirements, usability, frequency range, and maintainability.
  • Ability to reprogram targets at the tactical edge and volatile memory.
  • Unit cost.

Additional Notes

Awardees may need to be compliant with NIST SP 800-171 for Protecting Controlled Unclassified Information (CUI). This is a competitive event, and solutions will be evaluated independently for technical merit.
