Statement of Work (SOW) / Performance Work Statement (PWS)

The National Park Service (NPS) requires a qualified contractor to conduct cross-connection surveys and annual backflow prevention testing at Death Valley National Park. This work is necessary to comply with California State Water Resources Control Board regulations and support the Electronic Annual Report (eAR).

• Perform cross-connection control inspections at 8 water systems with a total of 265 service connections.

• Develop and submit a Cross Connection Control Management Plan (CCCMP) for each water system, aligning with the California State Water Resources Control Board's Cross-Connection Control Policy Handbook (CCCPH).

• Conduct hazard assessments, identify and document cross-connections, verify backflow prevention assemblies, and perform shutdown or dye testing as needed.

• Provide photographic documentation and GPS coordinates for each inspected connection.

• Maintain detailed records for each connection, including type, location, hazard classification, inspection findings, and recommendations.

• Perform certified operational testing of 67 backflow prevention assemblies.

• Develop a Backflow Deficiency List, identifying issues such as failed tests, leaks, missing devices, and improper installation.

• Perform minor repairs, such as replacing test cocks, caps, seals, and cleaning debris. Major repairs or replacement of devices are excluded but will be reported with a Rough Order of Magnitude (ROM) estimate.

• Anticipated award date: April 1, 2026.

• Period of Performance: April 1, 2026, to September 20, 2026.

• Option Year: Backflow testing and repairs will occur annually from April 1 to September 20.

• Location: Death Valley National Park, CA.

• Compliance with California Health and Safety Code Sections 116407 and 116555.5, the CCCPH (effective July 1, 2024), and applicable local ordinances or NPS-specific water safety protocols.

• Contractor personnel must include a Certified Cross-Connection Control Specialist and a Certified Backflow Prevention Assembly Tester, both recognized by the SWRCB.

• Liability insurance is required after award.

• Access to locked backflows will be facilitated via a shared key system, and gate access will use a provided combination.
