This solicitation is for Pest Control Services for the VA Greater Los Angeles Healthcare System (VAGLAHS). The contractor will be responsible for providing all personnel, labor, supplies, equipment, and services necessary for pest control and removal across multiple VAGLAHS facilities.

• Comprehensive pest control services including general household pests, structural pests, stored food pests, health-related pests, weed control, and miscellaneous pests (e.g., rodents, birds, bats, coyotes).

• Installation and maintenance of fly lights.

• Installation and maintenance of netting/repairs to prevent bird and rodent access in specific hospital areas.

• Adherence to the VAGLAHS Integrated Pest Management Plan (IPMP).

• Minimum onsite personnel requirements: West LA Medical Center (at least 3), Sepulveda Ambulatory Care Center (1), Los Angeles Ambulatory Care Center (0.5 or as needed).

• Annual termite inspections and immediate treatment if termites are confirmed.

• Emergency services required on a 24-hour basis with a 2-hour response time.

• Daily pest control services required from 6:00 AM to 4:30 PM, Monday through Friday, excluding Federal holidays.

• Daily service call response within 30 minutes while on campus.

• Weekly reporting of pest control service call logs.

• Compliance with all federal, state, and local regulations, including specific licenses (California Pest Control Technician, California Wildlife Trappers).

  • File #2 (Non-Priced Response): Address special standards listed in E.10.

This addendum modifies and supplements FAR 52.212-1 and provides specific instructions for this RFQ.

This addendum clarifies submission requirements, deadlines, and evaluation criteria. Failure to comply with these instructions will render an offer non-responsive.

Amendment / Modification

This document is an addendum to FAR 52.212-2, "Evaluation—Commercial Products and Commercial Services (NOV 2021)", specifically addressing the basis for award and special standards of responsibility for this procurement.

• Basis for Award: The procurement will follow FAR Part 13 procedures. Award will be made to the responsible offeror whose offer conforms to the solicitation, offers the best value, does not exceed available funding, and whose price is reasonable. Price alone is the sole evaluation factor.

• Special Standards of Responsibility:

  • SP1: Specialized Experience: Requires a California State Department of Fish and Game License and a California State Department of Wildlife Trappers License. Proof of certification must be submitted with the RFQ.
  • SP2: Specialized Experience: Requires submission of prior contracts with references for pest control services performed in a healthcare environment. A minimum of two past performance experiences is required.

• Technical Capabilities: Offerors must address:

  • Prior performance of similar work.
  • Company's skill, expertise, and capability to meet SOW requirements.
  • Proper training and certifications of personnel.

• Past Performance: Contractors must submit data for up to three relevant references, demonstrating successful performance of similar contract requirements in scope, size, and complexity.

• Offers will be evaluated based on best value, funding availability, and price reasonableness. The Contracting Officer will then determine offeror responsibility using general and special standards.

• The Government intends to award without discussions, but reserves the right to conduct them.

• Offerors must submit required licenses and past performance data as specified.
