This document provides responses to vendor questions regarding the Pest Management Services solicitation (36C26226Q0595) for the West Los Angeles VA Medical Center and associated facilities.

• Transition Period: There will be no transition period from the incumbent contractor.
• Approved Chemicals: Vendors must provide Safety Data Sheets (SDS) for all proposed chemicals for safety approval. Alternative chemicals can be proposed.
• Fly Lights: The required brand and model for fly lights is Garner WS-95 White. The contractor will be required to replace or install these units.
• Building 500 Netting: Replacement of deteriorating netting at Building 500 falls within the contractor's base scope.
• Prime Contractor Requirements: The prime contractor must possess the required insurances and meet all VHA Directives, including pesticide General Liability insurance with pesticide pollution coverage. Subcontractors cannot qualify the prime contractor if they lack experience or insurance.
• SOW Changes: There are no changes to the Statement of Work (SOW) compared to the last awarded contract.
• Emergency Service Requests (Past 12 Months): WLA: 77 calls; SACC: 4 calls; LAACC: 2 calls.
• Rodent Bait Stations: WLA: 128 stations; SACC: 53 stations; LAACC: 9 stations. The government will not provide these; the contractor must upon award.
• Bed Bug Service Requests (Past 12 Months): WLA: 23 services; SACC: 0 services; LAACC: 2 services.
• Netting Installation (Building 500): Installation costs for netting on Building 500 stairwells and courtyards should be added with each yearly firm-fixed-price.
• Termite Services (Past 12 Months): WLA: 0 services; SACC: 0 services; LAACC: 0 services.
• Termite Treatment: Treatment is limited to treatment only, upon approval of the chemical by Safety. Structural repairs are not in scope.
• Animal Removal: Contractor is responsible for removal/relocation of live or dead animals, including site clean-up and disposal.
• Protected Species: No Stephens Kangaroo Rat concerns have been identified at this time.
• Weed Control: Specific areas will be addressed upon needed services or special request from the COR.

These clarifications provide specific details on service history, equipment, contractor responsibilities, and compliance requirements, which bidders should consider when preparing their proposals. No changes to submission deadlines or evaluation factors are indicated.

Solicitation / RFP / RFQ

This document is an amended solicitation (RFQ) for Pest Control Services for the VA Greater Los Angeles Healthcare System (VAGLAHS). The acquisition is a Total Service Disabled Veteran Owned Small Business (SDVOSB) Set-Aside.

• Provide comprehensive pest control and management services, including pesticide application, trapping, and removal.

• Services cover indoor and outdoor facilities across three locations: West Los Angeles Medical Center, Sepulveda Ambulatory Care Center, and Los Angeles Ambulatory Care Center.

• Services required during normal operating hours (6:00 AM - 4:30 PM, Monday-Friday, excluding Federal holidays) with a 30-minute response time on campus for daily calls.

• Emergency services required on a 24-hour basis, with a 2-hour response time to an emergency onsite after notification.

• Compliance with federal, state, and local regulations, including specific licenses (California Pest Control Technician, California Wildlife Trappers).

• Contract Type: Firm-Fixed-Price.

• Period of Performance: Base period (06-01-2026 to 05-31-2027) with four (4) option periods.

• Estimated Value: $17 Million (indicated on SF 1449).

• Installation and maintenance of fly lights.

• Emergency services required on a 24-hour basis with a 2-hour response time.

• Daily pest control services required from 6:00 AM to 4:30 PM, Monday through Friday, excluding Federal holidays.

• Daily service call response within 30 minutes while on campus.

• Weekly reporting of pest control service call logs.

• Compliance with all federal, state, and local regulations, including specific licenses (California Pest Control Technician, California Wildlife Trappers).

Amendment / Modification

This document is an addendum to FAR 52.212-2, "Evaluation—Commercial Products and Commercial Services (NOV 2021)", specifically addressing the basis for award and special standards of responsibility for this procurement.

• Basis for Award: The procurement will follow FAR Part 13 procedures. Award will be made to the responsible offeror whose offer conforms to the solicitation, offers the best value, does not exceed available funding, and whose price is reasonable. Price alone is the sole evaluation factor.

• Special Standards of Responsibility:

  • SP1: Specialized Experience: Requires a California State Department of Fish and Game License and a California State Department of Wildlife Trappers License. Proof of certification must be submitted with the RFQ.
  • SP2: Specialized Experience: Requires submission of prior contracts with references for pest control services performed in a healthcare environment. A minimum of two past performance experiences is required.

• Technical Capabilities: Offerors must address:

  • Prior performance of similar work.
  • Company's skill, expertise, and capability to meet SOW requirements.
  • Proper training and certifications of personnel.

• Past Performance: Contractors must submit data for up to three relevant references, demonstrating successful performance of similar contract requirements in scope, size, and complexity.

• Offers will be evaluated based on best value, funding availability, and price reasonableness. The Contracting Officer will then determine offeror responsibility using general and special standards.

• The Government intends to award without discussions, but reserves the right to conduct them.

• Offerors must submit required licenses and past performance data as specified.

Amendment / Modification

This document is an addendum to FAR 52.212-1, "Instructions to Offerors—Commercial Products and Commercial Services." It incorporates specific definitions and instructions relevant to this Request for Quotation (RFQ).

  • Offers must be held firm for 90 days.

• Submission Deadline: Offers are due by April 30th, 2026, 10:00 AM PST, submitted electronically to marco.ramos1@va.gov. The offeror is responsible for ensuring receipt.
• Submission Requirements: Offers must include two separate files:
  • File #1 (General Information and Price/Cost Schedule): Signed SF 1449, completed Section B.1 (including UEI, contact info), acknowledgement of amendments, completed Section B.3, completed VAAR 852.219-75, completed FAR 52.212-3, and email confirmation of CEP registration.
  • File #2 (Non-Priced Response): Address special standards listed in E.10.

This addendum modifies and supplements FAR 52.212-1 and provides specific instructions for this RFQ.
