Scope of Work
The contractor will provide comprehensive maintenance and support for ERRC's VoIP Mitel telephone system, ensuring 24/7 availability. This includes software and hardware troubleshooting, repair, and upgrades for an existing system comprising 208 Analog/Generic SIP devices, 203 6920 Phones, 48 SIP Trunks, and 10 Mitel Mivoice conference phones. Support extends to the PBX, wiring terminals, Attendant console, emergency phones, call accounting, and 911 alerting. The scope also covers on-premises server support, SIP/video conferencing protocols, and voicemail services for at least 330 users. The contractor must provide a minimum one-year system warranty and a two-year service contract, including Mitel Advantage Software Assurance for security patches and major release updates. Routine service is during ERRC business hours (7:30 AM - 4:30 PM, M-F), with 24/7 support for mission-critical functions. An incumbent is currently supporting the environment, and transition support will be required. Response to support requests is expected within 24 hours.

Submission & Evaluation
Quotations must be submitted electronically via email to Jessica Pacheco (jessica.pacheco@usda.gov). Required submissions include pricing, SAM Unique Entity Identifier (UEI), acknowledgement of amendments (SF-30), active SAM.gov registration, and a technical package detailing capability, management approach, and experience. Award will be made to the offeror representing the best value to the Government, utilizing a Lowest Price Technically Acceptable (LPTA) approach. Technical acceptability will be evaluated on the ability to meet SOW requirements and demonstrate understanding. Past performance may also be considered. Offerors must hold prices firm for 90 calendar days.
Special Requirements & Notes
Contractor personnel must be U.S. Citizens and obtain USDA facility access approval. Compliance with the Privacy Act, Section 508 of the Rehabilitation Act (for ICT products/services, including ACR/VPAT), and IPv6 standards is mandatory. Protection of sensitive but unclassified USDA network information is required. Bidders must provide a cost proposal for labor, services, licenses, or hardware for projects and upgrades. Quarterly status reports are required. The Wage Determination (No. 2015-5791, Revision No. 30) for Bucks, Chester, and Montgomery Counties, PA, applies, dictating minimum wage rates and fringe benefits. The government will provide workspace, computer, and telephone access during specified hours.
