Scope of Work
The contractor will provide a non-personnel services contract for a turnkey solution, including decommissioning legacy hardware and installing new components. The system must be fully compliant with DoD, Federal, and Army regulations, and suitable for stringent NC3 operational and security demands. Key tasks include:
- Installation, reconfiguration, and testing of a Stand Alone Security Management System (SMS) DAQ Access Control System (ACS) for twelve (12) doors (5 external with 1800lbs magnetic locks, 7 internal with 1200lbs magnetic locks).
- Proximity Card Readers must be compatible with CAC/PIV, FIPS-201, and HSPD-12.
- Configuration and integration of all software and hardware into a single, seamlessly integrated security platform.
- Comprehensive training for system administrators and operators, and delivery of complete system documentation.
- One (1) year of technical support after successful installation.
- Brand Name Restriction: Procurement is limited to "Brand Name" DAQ PACS and IDS equipment only. Offerors must be Authorized Channel Partners.
Contract Details
- Type: Firm Fixed Price (FFP) commercial service contract.
- Period of Performance: A base year (May 4, 2026 - May 3, 2027) for installation, testing, and commissioning (within 120 days of award), plus three (3) option years for maintenance services, and a six-month option to extend services.
- Place of Performance: USASA Ft. Belvoir – Earth Terminal Complex, 8575 John J. Kingman Rd., Building 2310, Fort Belvoir, VA 22060.
- Compliance: Must adhere to DoD Directive 5200.08-R, NIST SP 800-53, FIPS 201, HSPD-12, and enforce Multi-Factor Authentication (MFA).
Deliverables & Performance Standards
Key deliverables include Project Management and Quality Control Plans, Final System Design Document, Installation and Commissioning Plan, Equipment Delivery, Training, and As-Built Drawings. Performance standards require 99.95% system uptime, alert response time under 2 seconds, and 100% successful PIV authentication.
