To provide the United States Coast Guard (USCG) Aviation Logistics Center (ALC) with manufactured aircraft parts to support Programmed Depot Maintenance (PDM) efforts.

• Manufacture of aircraft parts as listed in Attachment 1 ("Schedule with First Article") or Attachment 2 ("Schedule").

• Specific part: Pilot Corner Cir BR (NSN: 1560-01-HS1-9498, Part Number: 1016M60T100-10).

• Work to be performed at the Contractor's facility or a USCG-approved facility.

• Contractor shall provide all necessary materials, labor, tooling, and facilities.

• Manufacture must be in accordance with specified ALC Drawing Numbers.

• First Article testing is required for offerors who have not previously passed FFF testing. This involves providing one unit for testing on a Government aircraft.

• Documentation certifying compliance with ALC drawings must be provided with each item.

• Contractor must furnish a Certificate of Conformance (COC) IAW FAR 52.246-15 for all components.

• Contractor must maintain a quality system compliant with ISO 9001-2000 or equivalent.

• Work to be performed at the Contractor's facility or USCG-approved facility.

• Delivery timelines are specified for different CLINs, with early deliveries being acceptable.

• Access to drawings requires registration in the Defense Logistics Agency's (DLA) Joint Certification Program (JCP) and completion of a Non-Disclosure Agreement (DHS Form 11000-6).

• Documents will only be released to U.S. businesses that follow the specified procedures.

• Government Furnished Property includes specific NSNs and Part Numbers for Bus Bar, Conductor and Pilot Corner Circuit Breaker.

• A standard warranty for manufactured parts is required.

• First Article Testing: Contractors who have not previously passed Form, Fit, and Function (FFF) testing must provide one (1) unit for testing within 60 days of order receipt. Testing will occur on Government aircraft at ALC within 60 days of receipt. Approval or disapproval will be communicated within 90 days of receipt of the first article.

• Certificate of Conformance (COC) required for all components, in accordance with FAR 52.246-15.

• Delivery timelines are specified in Section 6.1:

  • CLIN 1 (First Article): One (1) unit due within sixty (60) calendar days after receipt of order (ARO).
  • CLIN 2 (Production Buys): Nine (9) units due within thirty (30) calendar days upon favorable Form, Fit, and Function test of CLIN 1.
  • CLIN 3 (Production Buys): Ten (10) units due within sixty (60) calendar days ARO.

• Quality Control: Contractor must be certified and maintain a quality system compliant with ISO 9001-2000 or equivalent. Records of conformance must be maintained and available for Government review.

• Warranty: Contractor's standard warranty for manufactured parts must be provided.

• Access to Drawings: Contractors must be registered in the Defense Logistics Agency's (DLA) Joint Certification Program (JCP) and complete Attachment 4 - DHS Form 11000-6, Non-Disclosure Agreement, to access drawings. Requests must be submitted to Cindy.K.Harmes@uscg.mil.

• U.S. Businesses Only: Documents will only be released to U.S. businesses that follow the specified procedures. Release to foreign entities requires prior USCG approval and documentation (TAA and DSP-5).
