To acquire fuels management services to treat vegetation and reduce the risk of wildland fires on approximately 432 acres in Pinto Mesa, Meeker, CO.

• Cut and pile pinyon and juniper trees using contractor-furnished crews and chainsaws.

• Trees with a 12-inch Diameter at Breast Height (DBH) or less within designated treatment areas are to be cut.

• Existing standing dead and dead/down trees are to be cut and limbed.

• Stump heights must not exceed 4 inches.

• All cut trees will be hand-piled.

• Piles must be constructed to be 10 feet wide by 10 feet tall or larger, and no more than 12 feet by 12 feet.

• Piles must be at least 10 feet away from standing trees and located to avoid damage to them.

• Piles must be at least 50 feet away from private land boundaries, survey monuments, power lines, and drainages.

• Piles should be located on old chaining debris where possible.

• An Acceptable Quality Level (AQL) of 85 percent Work Quality Level is required.

• Government inspections will be conducted periodically.

• Random 1-acre plots will be inventoried to determine compliance with specifications.

• Plots with no violations receive 10 points; one violation receives 5 points; two or more violations receive 0 points.

Statement of Work (SOW) / Performance Work Statement (PWS)

To acquire fuels management services to treat vegetation and reduce the risk of wildland fires on approximately 432 acres in Pinto Mesa, located west of Meeker, CO.

• Cut and pile pinyon and juniper trees using contractor-furnished crews and chainsaws.

• Treat trees with a diameter at breast height (DBH) of 12 inches or less, leaving brush species untreated.

• Incorporate existing standing dead (excluding reserve trees) and dead/down material into piles.

• Ensure stumps are cut to 4 inches or less from the ground and all live branches are severed.

• Cut very small trees or those with low branches to ground level.

• Material between 1/4 and 12 inches in diameter will be hand-piled.

• Logs and large branches (over 12 inches diameter) will be limbed up.

• No green material over 12 inches in diameter will be piled for burning; boles up to 12 inches will be cut into 3-4 foot sections and incorporated into piles.

• Piles will be constructed with limbs, stems, and slash parallel to each other, with kindling material in the center.
