Statement of Work (SOW) / Performance Work Statement (PWS)

This Statement of Work details the requirements for providing battlefield effects (BFX) and simulated weapon effects for the United States Special Operations Command (USSOCOM) 2026 Capabilities Demonstration (CAPE DEMO) and SOF Week 2026.

• Provide safe, realistic battlefield effects, including explosions and small arms fire, to mimic a direct-action assault.

• Supply an appropriate number of Battlefield Effects (BFX) Technicians to set up, operate, and manage requested effects.

• Support a 60-minute demonstration scenario involving U.S. and Partner Nation SOF conducting simulated hostage rescue.

• The scenario incorporates fixed-wing aircraft, rotary-wing aircraft, drones, boats, and a dismounted assault on a simulated village.

• Provide and manage specific vessels for the demonstration:

  • Cruise ship vessel (approx. 130 ft long, 31 ft wide) capable of supporting rotary wing heliborne operations.
  • Tugboat vessel (approx. 38 ft long, 14 ft wide) to conceal a simulated electronic repeater node.
  • Third vessel (approx. 70 ft long, 18 ft wide) for boat boarding operations.
  • Barge (approx. 80 ft long, 24 ft wide) capable of accommodating 50 people with a shade structure.

• Construct a Military Operations Urban Terrain (MOUT) structure (12'x12'x8' building with two windows and one door) by 18 May 2026.

• Provide simulated weapons and ammunition, including:

  • 18 AK-47s with blank firing adaptors and magazines.
  • 1 pneumatic crew-served weapon.
  • 32 M-4 rifles with blank firing adaptors and magazines.
  • 1,700 rounds of 5.56mm blank ammunition.
  • 1,000 rounds of 7.62mm blank ammunition.

• All effects must be initiated and controlled safely.

• Zero fall out is required for explosions.

• The MOUT structure must facilitate door breach actions.

• SOF Week 2026: 18-20 May 2026.

• CAPE DEMO: 20 May 2026.

• Location: Tampa Bay, FL, including the Tampa Convention Center and surrounding areas.

• Rehearsals: 18-19 May 2026.

• Government will obtain certain permits (Bureau of Alcohol, Tobacco, Firearms, and Explosives License(s), National Fire Protection Association 1126 certification, Explosive Insurance). Contractor is responsible for obtaining other specified permits.

• Contractor is responsible for obtaining all necessary permits related to special effects and fire watch.

• Contractor is responsible for the setup and dismantling of the MOUT structure.

• Government will NOT provide equipment, fuel, personnel, utilities, or facilities. Basic lifesaving and life support measures will be provided only in an emergency.

• Final rehearsal schedule issued by the government no later than 13 May 2026.

• Initial kickoff meeting within three business days post contract award.

• Site-survey conducted no later than 01 May 2026.

• Vessels must be available for walk-throughs on 14 May 2026 and 18 May 2026 (for tugboat and third vessel).

• Explosion effects/simulations WILL NOT be used during the 19 May 2026 rehearsal, but WILL be used during the 20 May 2026 live execution.

Solicitation / RFP / RFQ

This is a combined synopsis/solicitation for commercial items, constituting the only solicitation for Request for Quotation (RFQ) number FA481426Q0048. The U.S. Special Operations Command (USSOCOM) is seeking safe, realistic battlefield effects that mimic explosions and small arms fire for the 2026 CAPE DEMO. The place of performance is in and around the Tampa Convention Center.

• The primary deliverable is "CAPE DEMO Pyrotechnics & Boat Services." Further details are available in the Statement of Work (SOW) document.

• This is a 100% Small Business Set Aside.

• NAICS Code: 711320 (Amusement and Recreation Services) with a size standard of $22M.

• The contract award will be made using Simplified Acquisition Procedures.

• Submission Deadline: April 27, 2026, 10:00 AM ET.

• Evaluation: Quotes will be evaluated based on Technical Approach and Price.

• Basis for Award: Lowest Price Technically Acceptable (LPTA). The lowest priced vendor will be rated "Acceptable" or "Unacceptable" against the SOW requirements. The process continues until an "Acceptable" rating is achieved.

• 100% Small Business Set Aside.

• The document includes addenda revising FAR provisions, replacing terms like "offer" with "quote." Vendors must hold prices for 60 days.

• Required vendor information includes Company Name, DUNS, Cage Code, employee count, revenue, estimated delivery date, payment terms, warranty terms, FOB, and shipping costs.
