Scope of Work

This includes support for planning, execution, and management of PMA-213 programs across Research, Development, Test and Evaluation (RDT&E), Aircraft Procurement (APN), Other Procurement (OPN), Operations and Maintenance (O&M,N), and Foreign Military Sales (FMS). Services also encompass data analysis, Configuration Management (CM), and Data Management (DM). Approximately 100% of the work will be performed at Government sites in Patuxent River, MD, and surrounding Lexington Park, MD.

Response Requirements
Interested parties must submit a capabilities statement via email to Betty Goddard (Elizabeth.a.goddard6.civ@us.navy.mil) by June 15, 2026, at 2:00 PM EST. The statement should be a maximum of ten (10) 8.5 X 11-inch pages, Times New Roman 10pt, and include:
- Company information (name, address, CAGE, UEI, POC, business size, socio-economic status).
- Confirmation of an adequate accounting system.
- Capability Determination Topics: Technical capability and corporate experience (last 5 years, DoD, >$3M/year, Secret clearance, >15 FTEs, relevant PSCs), personnel and staffing plans (qualified personnel, Patuxent River location), security capabilities, ability to start by February 2027, management approach, and a small business subcontracting plan (if applicable, per FAR 52.219-14).
- Feedback: Separately, provide feedback on the draft PWS, labor categories, labor effort (LOE), and estimated labor rates. This feedback does not count against the page limit.
