  • Topic 1 (Technical Capability & Corporate Experience): Details required for prior/current corporate experience (last 5 years) supporting DoD Programs as prime or major subcontractor, including contract number, organization, value (>= $3M/year), POC, PSC Codes (R408, R425, R499, R799), Facility Security Clearance Level (Secret), FTEs (>=15) or subcontractor management, and experience in Program/Project Management, Financial Management, Administrative Services, and Corporate Operations.
  • Topic 2 (Personnel & Staffing): Experience and ability to provide qualified personnel, projected resources, professional qualifications, location at NAS Patuxent River, staffing plan (current employees, subcontracting/teaming, recruitment strategy).
  • Topic 3 (Security & Location): Ability to provide qualified individuals with required security clearance and performance in the NAS Patuxent River area.
  • Topic 4 (Start Date): Ability to begin performance by the anticipated contract start date of February 2027.
  • Topic 5 (Management Approach): Details on staffing, team description (roles/responsibilities), subcontracting/teaming plans, available facilities, and infrastructure for security levels.
  • Topic 6 (Small Business Subcontracting Plan): Explanation of ability to perform at least 50% of the work (FAR 52.219-14) for base and option periods, including details for teaming with similarly situated small businesses.

Statement of Work (SOW) / Performance Work Statement (PWS)

This Performance Work Statement (PWS) supports domestic and foreign military sales (FMS)/international products for PMA-213 Naval Air Traffic Management Systems. The objective is to provide program/project management, administrative, budget financial management, and corporate operations support services for PMA-213 Integrated Product Teams (IPTs).

• The PWS covers services for PMA-213 IPTs, which are responsible for planning, execution, and management of PMA-213 programs/efforts.

• Services include project and acquisition management, administrative support, data analysis, Configuration Management (CM), and Data Management (DM).

• Specific areas of support include Research, Development, Test and Evaluation (RDT&E), Aircraft Procurement (APN), Other Procurement (OPN), Operations and Maintenance (O&M,N), and Foreign Military Sales (FMS).

• High Quality Technical Performance: Task Order requirements are met with little rework, few minor problems, and no significant problems. Performance is highly responsive to technical direction and support environment. Deliverable reports meet all applicable CDRL requirements. Acceptable Quality Level (AQL): Meets all TO requirements, with no required re-performance/rework at least 90% of the time.

• Adherence to Schedule: Task Order milestones, periods of performance, and data submission dates are met or exceeded. AQL: Meets TO delivery requirements at least 90% of the time (excluding government-caused delays).

• Control of Labor Resources: Contract labor mix is controlled efficiently and effectively. AQL: Actual TO labor resource mix is maintained within 20% of originally awarded TO resource mix (excluding government-caused adjustment).

• Approximately 100 percent of work will be performed at Government sites (Patuxent River Naval Air Station, Patuxent River, MD and Lexington Park, MD) or an alternate work site as designated.

• Compatibility: Contractor must maintain capability to prepare documents and software packages compatible with the Government IT environment (Microsoft Windows 11, Microsoft 365, Microsoft Project 2016, Adobe Acrobat, internet access).

• Work Location: Government sites will provide workspaces, telephones, printers, facsimile/scanning machines, copy machines, shredders, computers, and network access.

• Meeting Support: Capability to support meetings up to Secret classification for a minimum of 50 persons, including contractor-furnished telephone and VTC capability, within 10 driving miles of Patuxent River, MD.

• Telework: Allowed with COR approval; contractor remains responsible for contract performance.

• Status Reporting: Monthly status reports (CDRL A001) and Incurred Cost Reports (CDRL A002) are required.

• Work Schedule: Normal working hours are 8.5 hours/day, 9.5 hours for CWS day. Core hours are 0830-1500 Mon-Fri. Overtime is not allowed.

• Holidays: Contractor may observe Federal holidays.

• Security: Personnel must maintain up to Secret security clearance eligibility. Specific requirements for unclassified and classified work are detailed, including adherence to NIST SP 800-171.

• Cybersecurity: Contractor must deliver a Program Cybersecurity Implementation Plan (CSIP) or Annex CSIP.

• Transition: Contractor must provide a Transition-In Plan and a Transition Out Plan, including work turnover, quality assurance, risk mitigation, and data transfer.

• Data Deliverables: Required as specified in DD Form 1423 (CDRLs A001-A005).

• Other Direct Costs (ODCs): Travel to other locations (CONUS/OCONUS) and incidental material costs are allowable.

• Increased Capacity Options: Option for up to 10% increase in capacity may be exercised at Government discretion.

• Applicable Documents: Numerous DoD Directives and Instructions are cited as applicable.
