Quick Summary

The Department of Veterans Affairs (VA), specifically the NETWORK CONTRACT OFFICE 23 (36C263), has issued a Solicitation for the replacement of HVAC systems in Building 6 and Building 8 at the Omaha VA Medical Center, NE. This project involves upgrading existing systems to meet current A2L refrigerant requirements and installing a new mini-split system. This is a Service-Disabled Veteran-Owned Small Business (SDVOSB) Set-Aside. Offers are due by March 30, 2026, at 2:00 PM CDT.

Scope of Work

The contractor will provide all necessary labor, materials, equipment, and supervision to:

  • Building 6: Demolish and remove the existing R-410A split system. Install a new Daikin Applied Dual-Circuit Air-Cooled Condensing Unit (R-410A) and a compatible evaporator coil. Install new insulated copper line sets, charge the system, and perform leak testing. A new 3-ton mini-split system will be installed in the basement mechanical room, which does not require integration with the building automation system. Work inside Building 6 must be performed after hours.
  • Building 8: Demolish the existing AHU and condenser unit. Install a new Daikin Applied Vision Air Handling Unit (AHU) with an R-454B DX Coil and a Lennox 12.5 Ton Dual-Circuit Air-Cooled Condensing Unit (R-454B). This includes new insulated copper line sets, steam/zone actuators, and modifications to ducting and piping. The system will be charged, vacuumed, and leak tested. Work in Building 8 can be performed during the day.
  • General Requirements: Verify building automation system interfaces, install proper drain pans and traps, and inspect mixing dampers. All work must comply with federal, state, and local laws, including USACE EM 385-1-1, OSHA, and NFPA standards. Performance standards include minimum efficiency ratings, 99% uptime, and maintaining indoor temperatures between 68-76°F.
  • Special Requirements: A comprehensive safety program (including Preconstruction Risk Assessment, Infection Control Risk Assessment, OSHA Competent Person/10-hr certification), EPA 608 and/or NATE certified HVAC technicians, training for VA personnel, comprehensive documentation, and a warranty with 6 and 11-month reviews. Crane use is permitted with a 14-day prior lift plan.
