Quick Summary
The U.S. Army Corps of Engineers (USACE) Seattle District is conducting a Project Labor Agreement (PLA) Survey for the proposed construction of a Fire Station at Joint Base Lewis McChord (JBLM), Washington. This is NOT a Request for Proposal or Solicitation; it is market research to gather industry feedback on the potential use of a PLA for this project, estimated between $50,000,000 and $80,000,000. Responses are due by May 24, 2026.
Project Scope
The project involves constructing a multi-company Fire Station with structural and Aircraft Rescue and Fire Fighting (ARFF) apparatus bays, residential, administration, training, and consolidated emergency dispatch areas. It will include advanced systems (fire protection, UPS, EMCS), site development, utilities, paving, landscaping, and signage. Facilities will be designed for a minimum 40-year life, incorporating DoD Minimum Antiterrorism, Cyber Security, and Sustainability/Energy measures. One 60 SF building will be demolished.
PLA Survey Purpose
The survey aims to inform the Government's decision on whether to require a PLA, consistent with Executive Order 14063 and FAR 22.502-1 policy. It seeks input on:
- Prior PLA use and skilled labor shortages in the local area.
- Time-sensitive issues affecting project completion.
- How PLAs might advance or hinder economy and efficiency in federal procurement.
- Potential cost impacts (positive or negative) of a PLA requirement.
- Impacts on subcontractor pools and the ability to use preferred subcontractors.
- Firms' intent to bid with or without a PLA requirement.
Acquisition Strategy Insights (from Early Exchange of Information)
While this is a survey, an associated document indicates the Government is considering an Integrated Design and Construction (IDaC) delivery method and plans a Fully Funded Firm Fixed Price Contract with a tentative construction award in Early FY27. Industry feedback is also being sought on:
- Optimal design submission levels for competitive bidding and FFP negotiation.
- Significant cost/schedule drivers and effective change management.
- Pre-construction services and technical proposal factors for IDaC.
- Benefits and risks of IDaC versus traditional delivery methods.
Important Note
This notice does not constitute a commitment by the Government, and no reimbursement will be made for response costs. Responses will be used for acquisition decisions.
