This solicitation is for Airstrip Maintenance services for four airstrips (Chamberlain, Cold Meadows, Cabin Creek, and Soldier Bar) located in the Frank Church – River of No Return Wilderness on the Payette National Forest. The objective is to annually grade and resurface these FAA-designated airstrips over a five-year period.

• Annual maintenance including grading and resurfacing of the specified airstrips.

• Specific tasks include pulling fill material, leveling/re-grading surfaces for drainage, filling holes, removing rocks, and removing lodge pole reproduction.

• Optional work may include replacing water bars, hitch rails, TH kiosks, or moving outhouses.

• Work must be completed using non-motorized methods and equipment.

• Contractors must provide all labor, stock, and equipment, and will need to camp on-site.

• No surface disturbance or digging outside established airstrip borders is permitted.

• Anticipated Award Type: IDIQ Firm Fixed Price Requirements Contract.

• Period of Performance: One (1) one-year base period and four (4) one-year option periods, not to exceed five (5) years total.

• Base Year: 06/01/2025 - 10/31/2025

• Option Years: 06/01/2026 - 10/31/2026, 06/01/2027 - 10/31/2027, 06/01/2028 - 10/31/2028, 06/01/2029 - 10/31/2029.

• Evaluation Criteria: Award will be made to the offeror representing the best value to the Government, based on Technical Approach, Price, and Past Performance. Tradeoffs will not be conducted.

• Offerors must hold prices firm for 90 calendar days from the date specified for receipt of offers.
