This is a combined synopsis/solicitation for commercial services to remove existing water slides from a pool and install new ones at Barksdale Air Force Base, Louisiana. The acquisition is for a 1-time service.

• Removal of existing water slides.

• Installation of new water slides.

• Specific water slides required are detailed by CLIN:

  • CLIN 0001: Seventy-two feet (72') long, 18' high, yellow spiral slide.
  • CLIN 0002: Eighteen feet (18') high, green curved slide.
  • CLIN 0003: Sixteen feet (16') high, red curved slide.
  • CLIN 0004: Twelve feet (12') high, blue curved slide.

• A Technical Plan (max 2 pages) is required, outlining how the offeror will accomplish the task and provide essential Telecommunication Services (TS) and features supporting Barksdale AFB, as per Attachment 1, Statement of Work.

• Period of Performance: 90 Days After Receipt of Order (ARO).

• Contract award will be based on price/technical to determine best value.

• Funds are not presently available; no award will be made until funds are available.

• Site Visit: May 5, 2026, 1:00 PM CDT.

• Questions Due: May 7, 2026, 1:30 PM CDT.

• Answers to Questions: On or around May 11, 2026.

• Quotes Due: May 27, 2026, 1:30 PM CDT.

• Submission Method: Email to the Contract Specialist and Contracting Officer.

• Evaluation: Best value determination based on price and technical factors. Lowest three (3) offers will undergo technical evaluation.

• Award: Contract award will be based on price/technical to determine best value. The government may reject any or all offers.

• This acquisition is not a set-aside for small business concerns.

• Offerors must be registered in the System for Award Management (SAM).

• Minimum Wages for Contractor Workers under Executive Order 14026 applies.

• The government reserves the right to cancel this solicitation at any time.

• Offerors must include their SAM Unique Entity Identifier (UEI) number.

• The offeror's quote must include a Technical Plan not exceeding two (2) pages.

• Applicable attachments include: Statement of Work (Dated 04 April 2026), Wage Determination, and Salient Characteristics.

Statement of Work (SOW)

To remove existing water slides from the Main Base Pool at Barksdale Air Force Base and install new waterslides, updating the pool facilities for improved safety and appearance.

• Removal and disposal of current water slides.

• Installation of new waterslides utilizing existing hardware on the pool deck, with contractor responsibility for ensuring hardware condition and replacing as needed.

• Provision of all personnel, equipment, tools, supervision, and services for the removal and installation.

• Installation of one (1) new 4 Flum slide with an attached climbing structure. Specific slides include:

  • Slide 1: Seventy-two feet (72') long spiral slide, starting at eighteen feet (18') high (yellow).
  • Slide 2: Eighteen feet (18') high curved slide (green).
  • Slide 3: Sixteen feet (16') high curved slide (red).
  • Slide 4: Twelve feet (12') high curved slide (blue).

• Further details on salient characteristics are in Attachment 3.

• Place of Performance: Barksdale Air Force Base Main Base Pool, 2938 Daedalus Avenue, Barksdale AFB, LA.

• Time Frame: Installation services will occur during the off-season, between Labor Day and Memorial Day.

• Work Area: Must be kept organized and clean.

• Waste Disposal: Follow proper procedures, including for hazardous materials.

• Security Requirements: Contractor personnel require visitor passes, obtained by submitting a 2SFS/SFA Form 74 to the Contract Administrator. Company vehicles must be marked with the company name. Contractor employees must comply with base traffic regulations and are prohibited from possessing weapons, firearms, or ammunition on base. Safeguarding of government property and materials is required. Records management must comply with AF publications. A safety plan meeting OSHA standards is required, including provision and mandate of Personal Protective Equipment (PPE).

• Accident/Incident Reporting: Contractor must record and report all accidental damage to Government property or injury to personnel to the Main Base Pool POC and cooperate with any Government investigation.

• Roofs: Polyethylene.
