Submission Requirements
Offerors must submit quotes via email by the due date. Submissions must include:
- Company information (name, address, phone, email).
- SAM Unique Entity Identifier (UEI) number.
- Acknowledgement of Attachment 2, Wage Determination, and clause 52.222-55.
- Information addressing evaluation factors (52.212-2).
- A Technical Plan (not exceeding two pages) detailing how the offeror will provide and install the sunshades in accordance with Attachment 1, Statement of Work. This plan should be clear, concise, and provide sufficient detail for evaluation.
- A statement agreeing to all solicitation terms and conditions. Offerors must hold prices firm for 60 calendar days.
Evaluation Criteria
Award will be based on a best value determination considering price and technical factors.
- Price: Evaluated for completeness, fairness, reasonableness, and balance.
- Technical: The lowest three (3) priced offers will undergo technical evaluation. If three or fewer offers are received, all will be technically evaluated. Offers requiring substantial revision may be deemed non-responsive.

Important Notes
Funds are not presently available, and award is contingent upon fund availability. The government reserves the right to cancel the solicitation without obligation to reimburse offerors.
