Amendment / Modification

• This amendment (Amendment 01) to Solicitation FA460826QS021, Pool Sun Shades, is being issued to:

  • Schedule a site visit.
  • Update Attachment 2 - Wage Determination.
  • Add clause 52.222-90.

• Attachment 2 – Wage Determination has been updated.

• Clause 52.222-90, Addressing DEI Discrimination by Federal Contractors (Deviation 2026000040, Revision 1), has been incorporated.

• A site visit is scheduled for 21 May 2026 at 2:00 PM CDT. Vendors must RSVP by emailing A1C Millye Santiago-Cruz by 20 May 2026.

• The Questions due date is now 26 May 2026 at 12:00 PM CDT. Answers will be provided on or around 28 May 2026.

• Quotes must be submitted via email by 3 June 2026 at 12:00 PM CDT.

Statement of Work (SOW)

To install sunshade sails around the main base pool at Barksdale AFB to provide shaded areas and help moderate pool water temperature.

• Installation of sunshade sails on the standard concrete pool deck (4 inches thick, wire mesh reinforcement).

• The soil conditions are a mixture of silt and clay with a high-water table.

• The project is part of a renovation to update the existing pool facilities.

• The contractor will provide a markup of the project to the 2nd Civil Engineer Squadron for approval.

• The contractor shall provide all personnel, equipment, tools, supervision, and other necessary services.

• Three (3) "Single Post Pyramid Cantilever Shade" Structures, each 20'x20' with a 10' entry.

• One (1) "Full Hip Cantilever Joined Shade" Structure, 60'x20', using two 20'x30' canvases attached to a single pole in the middle and one pole at either end.

• Installation will occur during the off-season, between Labor Day and Memorial Day.

• Place of Performance: Barksdale Air Force Main Base Pool, 335 Daedalus Ave #301, Barksdale AFB, LA.

• Security: Contractor must complete a 2SFS/SFA Form 74 for visitor passes. Employees will be screened. Company vehicles should be marked. Privately owned vehicles may not access restricted areas without a free zone. Weapons, firearms, and ammunition are prohibited.

• Property & Records: Contractor is responsible for safeguarding government property and materials. All data created for Government use must be managed according to AF Records Management procedures.

• Safety: Contractor must have a safety plan, instruct employees on hazard recognition and avoidance, and provide appropriate Personal Protective Equipment (PPE).

• Accident/Incident Reporting: Contractor must report all accidental damage to Government property or injury to personnel to the Main Base Pool POC and cooperate with investigations.
