Statement of Work (SOW) / Performance Work Statement (PWS)

To provide grounds maintenance services for seven (7) U.S. Coast Guard Owned Housing units in Port Lavaca, TX 77979.

• Provide all labor, materials, and equipment for grounds maintenance.

• Services cover seven specific addresses in Port Lavaca, TX, totaling approximately 70,000 sq. ft.

• Includes maintenance of lawn areas, paving, ground cover, natural vegetation, trees, shrubs, planter beds, and cultivated areas.

• Contractor is responsible for cleaning up all debris, including leaves and other debris not caused by the contractor, from sidewalks, yards, walkways, and immediately adjacent areas.

• Lawn Maintenance: Maintain lawn height between 2" and 4". Edging required along curbs, sidewalks, pavilions, recreational areas, shrubs, and building edges. Grass clippings to be blown off cement and away from drainage grates. Clear fence lines of trash and growth.

• Trimming: Trim trees to a 6' clearance from the ground and 2' from structures. Remove dead or dying tree branches. Trim bushes and hedges for a neat, symmetrical appearance at least monthly.

• Edging: Create and maintain a clean, uniform edge along walkways, gardens, flowerbeds, and where grass meets concrete.

• Herbicide Treatment: Apply herbicide as needed to kill and control vegetation in beds, mulch areas, walkways, and sidewalks. Non-selective herbicide or ground sterilant required. Safety sheets must be provided and approved. No storage of herbicides on-site.

• Plant Life Eradication: Perform quarterly site inspections for unsightly plant life and remove as designated and approved.

• Frequency: Services to be performed twice monthly. Mowing and trimming are bi-weekly from March 1st to October 31st, and monthly from November 1st to February 29th.

• Waste Removal: Contractor shall remove all waste from the site.

• Period of Performance: One (1) year base period with four (4) option years.

• Place of Performance: Seven (7) U.S. Coast Guard Owned Housing units in Port Lavaca, TX 77979.

• Qualifications: Personnel must have knowledge, qualifications, and experience in landscaping maintenance, with an understanding of services provided at residential and government sites. Proof of past experience is required.

• Continuity of Facilities Operation: Perform work between 8:00 AM and 4:00 PM, Monday through Friday (excluding federal holidays), unless otherwise approved. Minimize disturbances in the residential neighborhood.

• Government Furnished Materials: None.

• Unscheduled Service Calls: Contractor shall include up to four (4) unscheduled service calls to complete tasks within three (3) business days.

• Site Visit: Contractors are encouraged to make a site visit prior to submitting an estimate. Site visits should be scheduled with the Contracting Officer or Assistant Facilities Engineer. Sites are currently vacant.

• Proposal Submission: Subject to technical review by Base New Facilities Engineer.

• Performance Standards: COR or Contracting Officer may inspect for compliance. Failure to comply may result in reduction or forfeiture of payment. Adherence to safety procedures and use of required Personal Protective Equipment (PPE) is mandatory.

• Deliverables: Monthly report of inspections and remedial work (due by the 15th of each month, including pictures). Monthly mowing schedule (provided the last week of the preceding month).
