Statement of Work (SOW) / Performance Work Statement (PWS)

This Performance Work Statement (PWS) outlines the requirements for the rental of non-flushing portable latrines and hand wash stations at U.S. Army and U.S. Air Force installations in Okinawa, Japan.

• Delivery and Provision: The contractor shall deliver non-flushing portable latrines and hand wash stations to specified government locations. The government will determine quantities. Latrines must be western-style, serviceable, neat, and ready for use.

• Supplies: The contractor shall provide toilet paper, female/male signs, liquid soap, towel paper, and water for the hand wash stations upon request from the Quality Assurance Personnel (QAP). Initial supplies are provided at delivery; continuous provision of water is not required unless the government cannot supply it.

• Cancellation: The government may cancel the provision of services before or after delivery. Prior to delivery, no payment will be made. After delivery, payment will be based on rendered days, excluding rental fees if cancellation occurs within 24 hours of placement.

• Delivery: 100% of deliveries must be provided at each required location on time.

• Supplies: 95% of provisions (toilet paper, signs, soap, towel paper, water) must be provided at each required location on time.

• Performance Period: October 1, 2026, to September 30, 2031 (specific days TBD).

• Locations: Torii Station, Naha Port, Kuwae Tank Farm 1 & 2, Chimuwan Tank Farm 1, 2 & 3, White Beach Tank Farms, Bolo Point, Fort Buckner, Kadena Air Base, Camp Foster, Camp Futenma.

• Quality Control: Contractor must control service quality to meet specified performance thresholds.

• Quality Assurance: Government QAP will monitor performance. Inspections may increase or decrease based on performance.

• Security: Contractor must obtain necessary clearances and passes for employees. Security Forces may conduct background checks. Contractor is responsible for safeguarding government and contractor property.

• Hours of Operation: Normal hours are Monday-Friday, 0600-1800. Government may require work on weekends, holidays, or extended hours.

• Environmental Controls: Contractor must comply with all applicable environmental laws and regulations and report spills.

• Safety: Contractor must conform to OSHA, JEGS, and EM 385-1-1 safety requirements. A safety plan is required. Specific requirements for personal protective equipment, medical/first aid, sanitation, and accident reporting are detailed.

• Insurance: Contractor must maintain Automobile Property Damage and Bodily Injury insurance as required by Japanese law.

• Contractor Personnel: A contract manager and alternate are required. Employees must present a neat appearance and not pose a threat to safety or security. Conflict of interest rules apply.

• Publications: Contractor must comply with all government publications, regulations, and operating instructions.

• Japanese Road Laws: Contractor must comply with Japanese Road Laws while on U.S. Military installations.
