Statement of Work (SOW) / Performance Work Statement (PWS)

To provide portable latrines and hand-washing stations to support field training exercises for approximately 300 Soldiers from the 109th Medical Battalion near Solon, IA.

• Provide a total of 14 portable latrines and 4 portable hand-washing stations across three locations: Sutliff Bridge, Malinda Reiff Reilly Fen & Prairie Park, and Kent Park Youth Group Campsite.

• Deliver units by 5:00 PM on May 29, 2026, with specific quantities and locations detailed.

• Units must be standard commercial manufacture, enclosed, well-vented, single occupancy, and include urinals and hand sanitizer dispensers.

• Perform cleaning and resupply services on specific dates in June 2026.

• Pick up all units after the training period.

• Ensure units are secure for inclement weather.

• Period of Performance: May 29, 2026, through June 7, 2026.

Solicitation / RFQ

This Request for Quotation (RFQ) is for portable toilets and hand washing stations for the Iowa Army National Guard at Camp Dodge Joint Maneuver Training Center in Solon, IA. The services are required for specific dates in May and June 2026.

• Line Item 0001: 3 portable toilets and 1 hand wash station at Sutliff Bridge Solon, IA. Resupply and cleaning required on June 1, 3, and 5, 2026.

• This requirement is being solicited as a small business set-aside.

• Units must be standard commercial manufacture, enclosed, well-vented, single occupancy, and include urinals. They must be new or in new condition, leak-free, and equipped with self-closing, tight-fitting doors with inside locks. Container tanks must be watertight.

• Units must be equipped with hand sanitizer dispensers filled with anti-bacterial sanitizing solutions.

• Perform cleaning and resupply services on specified dates (June 1, 3, 5, 2026) for all units.

• Pick up all latrines and hand-washing stations on specified dates (June 4, 7, 2026) at designated times and locations.

• Ensure units are secure for inclement weather.

• Units must be cleaned frequently to ensure they do not exceed 85% capacity.

• After emptying, units must be refilled with standard commercial sanitizing chemicals and sufficient toilet paper.

• Hand wash stations must be cleaned, tanks emptied, and water tanks refilled, with soap dispensers refilled daily.

• All services must be performed according to acceptable standards, with 100% compliance required for delivery, cleaning, resupply, and pick-up.

• Period of Performance: May 29, 2026, through June 7, 2026.

• Services to be provided between 5:00 PM on May 29, 2026, and 9:00 AM on June 7, 2026, excluding recognized US holidays.

• Locations: Near Sutliff Bridge, Solon, IA; Malinda Reiff Reilly Fen & Prairie Park, Solon, IA; and Kent Park Youth Group Campsite.

• Contractor employees must comply with all installation/facility access and local security policies and procedures.

• Awareness Training (AT) Level 1 and IWATCH Training are required for employees requiring access to Army installations/facilities.

• OPSEC Training is required for contractor employees.

• Contractor must maintain material safety data sheets (MSDS) for all relevant materials used.

• Contractor must designate a Contract Manager (CM) with an alternate.

• Zero tolerance policy regarding trafficking in persons, severe forms of trafficking, procurement of commercial sex acts, and use of forced labor.

• Address potential Organizational Conflicts of Interest (OCI).
