Scope of Work
The PPTS must control and prevent the spread of biological threats, maintain negative pressure (0.01 In.w.g), provide head-to-foot airflow, achieve 12 air exchanges per hour, and filter exhaust air with 99.97% efficiency for 0.3-micron particles. Key requirements include 3 liters of liquid containment, 12 hours of continuous operation with hot-swappable batteries, and certification for multiple military airframes (e.g., C-17, C-130, KC-135, HH-60). The system must be compatible with NATO litters and specific ambulances (SAE J3027 crash-compliant). Regulatory compliance, including FDA 510(k) clearance, is required by the end of Phase III. Berry Amendment compliance is also required for prototypes.

Submission & Evaluation

Solution Briefs will be evaluated on Technical Merit, Innovation & IP, and Affordability. Up to five offerors may be invited to submit a Request for Solution Proposal (RSP). The Government strongly prefers Unlimited Rights for all technical data, software, and intellectual property; proposals with less than Government Purpose Rights (GPR) may be evaluated negatively.
