Statement of Work (SOW) / Performance Work Statement (PWS)

This Performance Work Statement (PWS) outlines the requirements for providing repair services for Portable Swagers (OEM repair Code RCCDIM) for the Oklahoma City–Air Logistics Complex (OC-ALC).

• The contractor shall provide all labor, tools, equipment, test equipment, material, parts, quality control, transportation, and inspection manuals necessary for the repairs.

• All services and parts must conform to Original Equipment Manufacturer (OEM) specifications and this PWS.

• The contract will be an Indefinite Delivery Indefinite Quantity (IDIQ) contract with a one-base year and four one-year options.

• Minimum initial order: repair of three (3) portable swagers.

• Estimated annual usage: repair of eleven (11) portable swagers.

• Contract maximum: repair of one hundred (100) portable swagers (20 per year maximum).

• All repairs must restore equipment to full operational capability.

• Evaluation Reports: Contractor must provide a Test, Teardown, and Evaluation (TT&E) report within one (1) business day of evaluation, including date of evaluation, testing information, repair recommendation, required parts, proposed delivery schedule, and proposed firm fixed price.

• Malfunction Notification: Upon malfunction, the contractor shall arrive on-site within two (2) business days (or five (5) business days if overseas).

• Estimate Repair Report: Provide within one (1) business day of inspection, including equipment ID, findings, recommendations, cost of parts, number of parts needed, required parts and part numbers, and estimated labor hours.

• Service Report: Provide immediately upon completion of services, including company name, service date, contract number, equipment ID, services provided, additional services recommended, technician and SME/POC signatures, start/completion dates, labor cost breakdown, materials used, other charges, and verification of new parts and operational condition.

• Corrective Action Report (CAR) Response: Provide a written response within two (2) business days.

• Contract Period: One base year with four (4) one-year options.

• Place of Performance: Primarily on-site at OC-ALC, Tinker AFB, OK. Off-site repair is permitted if approved.

• Hours of Operation: Monday through Friday, 0600 am to 1400 pm, unless otherwise approved.

• Safety: Adherence to all safety regulations is paramount.

• Parts and Materials: Only new parts and materials are to be used unless authorized by the Contracting Officer (CO).

• Environmental Certification: Both parties must provide written certification regarding the cleanliness and condition of equipment before and after repair.

• Government Furnished Property (GFP): The contractor shall ensure all GFP is secured and properly handled.

• Special Qualifications: At time of quote, provide statement of familiarity with swagers and access to technical drawings, and proof of experience in repairing pneumatic cable swagers.

• Contractor Personnel: Designate a Contract Manager (CM) with full authority, who can read, write, speak, and understand English fluently.

Solicitation / RFP / RFQ

• The contract is subject to FAR Part 12 (Commercial Items).

• Offer Due Date: May 27, 2026, 12:00 PM.

• Evaluation Factor: Price will be the sole evaluated factor.

• Award will be made to the responsible Offeror with the lowest total evaluated price (TEP) whose quotation conforms to all solicitation requirements.

• Vendors must submit complete quotations, including all required terms, conditions, representations, and certifications.

• Incomplete quotes will be considered ineligible for award.

• Price reasonableness, realism, and absence of unbalanced pricing will be evaluated.

• The acquisition is set aside as "Unrestricted."

• HUBZone small business concerns may be eligible for a price evaluation preference.
