Solicitation / RFP / RFQ

This is a Request for Quote (RFQ) for commercial products, prepared in accordance with FAR Part 12. The U.S. Marine Corps Base Camp Lejeune, North Carolina, is seeking quotes for portable toilets, handwashing stations, and greywater tanks. This announcement is the only solicitation, and no written solicitation will be issued.

• CLIN 0001: Portable Toilets (205 Each)

• CLIN 0002: Handwashing Stations (61 Each)

• CLIN 0003: Greywater Tanks (3 Each) (Refer to the PWS for detailed specifications for each CLIN).

• Award will be made via a Government Purchase Order.

• Quotes must be valid for 90 days.

• FOB Destination pricing is preferred for MCB Camp Lejeune, NC.

• Deadline: Must be submitted by the closing date listed in the opportunity.

• Evaluation Factors: The award will be made to the responsible Quoter whose offer is most advantageous to the Government, considering:

  • Price
  • Technical Capabilities
  • Past Performance

• Price Reasonableness: Will be conducted per FAR 12.204(a). Total quoted price, including shipping, will be used.

• Completeness: Quotes must include all requested line items; incomplete quotes will be considered non-responsive.

• Open Market Pricing: Only open market pricing will be considered.

• This procurement is a Total Small Business Set Aside.

• Applicable NAICS Code: 562991 with a size standard of $9,000,000.

• Offerors must be registered in the System for Award Management (SAM).

• Required SAM Information: Unique Entity ID, Cage Code, and Federal Tax ID Number.

• Questions will be accepted via email only, up to 48 hours after RFQ posting. No phone questions.

• Questions will be addressed via an amendment or Q&A document.

• The Government reserves the right to award based on initial quotes.

• Applicable FAR and DFAR provisions and clauses are incorporated by reference. Key provisions include 52.212-1, 52.212-4, and 52.219-6 (Notice of Total Small Business Set-Aside).

Statement of Work (SOW) / Performance Work Statement (PWS)

This Performance Work Statement (PWS) outlines the requirements for waste management services, specifically the rental and servicing of portable toilets, hand washing stations, and grey water tanks to support the 26th Marine Expeditionary Unit at Camp Lejeune, North Carolina.

• Portable Toilets: Rental, delivery, setup, servicing (cleaning, waste removal, recharging with chemicals), and pickup of portable toilets with a minimum 40-gallon capacity.

• Hand Washing Stations: Rental, delivery, setup, servicing (replenishing water, soap, paper towels), and pickup of hand washing stations with a minimum 20-gallon water capacity.

• Grey Water Tanks: Rental, delivery, setup, servicing (emptying), and pickup of grey water tanks with a minimum 250-gallon capacity.

• Servicing Schedule: Services are to be performed during normal working hours (7:30 am - 3:30 pm), Monday through Friday, excluding federal holidays, unless otherwise specified. Specific drop-off and pick-up dates and locations are detailed in the document.

• Waste Disposal: All waste, chemicals, and substances used in sanitary treatment must be disposed of off-base in compliance with all applicable regulations.

• Site Cleanup: Contractor is responsible for cleaning up any spillages, debris, or trash resulting from their work and removing all rental equipment at the end of the contract period.

• Period of Performance: June 5, 2026, to June 30, 2026.

• Place of Performance: Camp Lejeune, North Carolina.

• Accuracy: 100% for all tasks (Portable Toilets, Hand Washing Stations, Grey Water Tanks, Site Cleanup).

• Surveillance Method: Inspection at 100%.

• Incentive: Payment is contingent upon meeting performance standards.

• Federal Holidays: Services are not required on federal holidays unless specified. The PWS lists observed federal holidays.

• Government Points of Contact: Specific points of contact are provided for the Contracting Officer, Contract Specialist, and Government Representative.

• Base Access: Contractors and personnel require appropriate identification and may need to obtain DBIDS credentials or temporary passes. Specific procedures and acceptable forms of identification are detailed.

• Unauthorized Work: Deviating from contract requirements without approval is at the contractor's risk.

• Non-Personal Services: This is a performance-based contract, and the contractor is responsible for managing its employees.

• Identification: Contractor personnel and equipment must be clearly identifiable.

• Hazardous Materials and Safety: Compliance with all applicable laws, including OSHA, is required.

• Quality Control: The contractor must adhere to quality control measures as outlined in the contract.
