DOD SAFE is no longer available. - Evaluation Factors: Technical (most important), Past Performance, and Price. Technical and Past Performance combined are significantly more important than Price.
- Evaluation Approach: Best value trade-off. Offerors must be rated at least acceptable for all factors.
- Past Performance: A Past Performance Assessment questionnaire (Appendix D) is part of the evaluation process.
- Eligibility: Offerors must be registered in SAM under NAICS 236220 prior to contract award.
Key Updates & Instructions
- Site Visit: A formal site visit was scheduled for March 11, 2026, at Aberdeen Proving Ground. Attendees were instructed to meet near the snow removal equipment on the north side of the parking lot at 6565 Surveillance Loop, Building 6001 (Myers Auditorium). RSVP was required by March 3, 2026.
