Bidders must provide an "All Inclusive" FFP quote including the current date, Unique Entity Identifier (UEI), Country of Origin (COO), and Lead Time. BSA requests any available discounts for the best price. To justify pricing, a Published Price List (available online) is required. If unavailable, a redacted invoice from another customer or a webpage screenshot showing online pricing for the same/similar items will suffice.
All vendors must be registered in the System for Award Management (SAM.gov) with their UEI. Registration is free and critical, as failure to register may preclude doing business with BSA. Foreign vendors are exempt from SAM registration but must complete AMS-Form-050 (Enclosure B).
Any resulting purchase order will be subject to the attached BSA Commercial Product Terms and Conditions (Rev. 24.0), which incorporate numerous FAR and DEAR clauses. Bidders must review these terms to understand obligations regarding payment, warranties, compliance, and other contractual aspects.
